About The Position

GovCIO is currently hiring for a Portfolio Manager - Data Center to support Head Quarters Air Combat Command (ACC) Intelligence Directorate (A2). This position will be located in Hampton, VA and will be an onsite position. We are seeking a highly skilled Portfolio Manager with a focus on Data Center Management to support a large‑scale Department of Defense (DoD) enterprise network. This role is responsible for overseeing data center requirements, infrastructure lifecycle management, and mid‑term (1–3 year) strategic planning. The selected candidate will receive direct tasking from the Program Management Office (PMO) and will play a critical role in ensuring data center capabilities remain secure, resilient, scalable, and aligned with enterprise‑level mission priorities. Producing top quality products for the customer is vital. Primary duties of the Portfolio Manager include, but are not limited to: Lead project team and manage assignments for respective team members Collaborate with team members to determine the best practices for project execution Flexible work attitude and adjustment to customer IT restrictions pertaining to development and deployment of systems Strong problem solving and good communication skills Comfortable to brief senior military and civilian leaders with updates on project progress Ability to research and choose the best, technically feasible solution that meets customer requirements

Requirements

  • High School with 6 - 9 years (or commensurate experience)
  • Clearance Required: Active TS/SCI Eligibility
  • 6-9 years of IT Project Management experience
  • Managing multiple, complex, technical projects
  • Planning and estimating work requirements
  • Experience supporting DoD networks, programs, or enterprise IT environments (i.e. JWICS)
  • Familiarity with DoD lifecycle processes, requirements management frameworks, and enterprise architecture principles.
  • Strong communication skills and the ability to work effectively across technical and non‑technical teams.
  • Cross functional team leadership, Continuous Process Improvement and Strategic Planning & Execution experience

Nice To Haves

  • Technical background in networking and systems
  • PMP or Agile certification
  • Experience with DoD NIPR, SIPR and JWICS Networks
  • PMI-ACP preferred
  • Experience with large‑scale modernization efforts or cloud transition planning.
  • Knowledge of cybersecurity requirements, RMF processes, and DoD architecture frameworks.
  • Experience working directly with PMOs or leading cross‑functional technical teams

Responsibilities

  • Manage a comprehensive portfolio of data center infrastructure, services, and modernization initiatives across a DoD enterprise network.
  • Develop, refine, and manage requirements for compute, storage, virtualization, environmental controls, facility upgrades, and continuity / disaster recovery capabilities.
  • Engage with technical, operational, and cybersecurity stakeholders to ensure data center needs are properly captured and integrated into enterprise planning.
  • Oversee the full lifecycle of data center systems, including capacity planning, technology refresh, sustainment, and end‑of‑life transitions.
  • Maintain visibility over hardware/software baselines, configuration items, and compliance with DoD standards and cybersecurity policies.
  • Monitor performance, availability, and resilience metrics to ensure data center operations meet mission and service-level expectations.
  • Develop a 1–3 year strategic outlook for data center growth, technology modernization, consolidation, and risk mitigation.
  • Identify emerging technologies, infrastructure optimization opportunities, and improvements to operational efficiency or security posture.
  • Present recommendations and strategic planning artifacts to the PMO, leadership, and governance bodies.
  • Execute direct tasking from the PMO, providing timely and accurate reports, briefs, data calls, and decision support products.
  • Support enterprise investment planning, budget analysis, and portfolio prioritization activities.
  • Coordinate closely with engineering, cybersecurity, operations, logistics, acquisition teams, and external partners to ensure synchronized execution of data center initiatives.
