Together, we’re building the future we all aspire to – making net zero a reality.   One team, one future.   Role Overview   The Portfolio Commissioning Manager (PCM) leads and governs commissioning execution across a defined customer portfolio. This role ensures safe, on‑time, and high‑quality startup and turnover to Operations while enforcing standardization, comparability, and continuous improvement across the portfolio. Responsibilities include portfolio leadership, customer engagement, technical oversight, cross‑portfolio governance, performance benchmarking, and adherence to the company’s commissioning standards and the PMO 9‑Gate Lifecycle.   The PCM serves as the single point of accountability for commissioning outcomes and executive‑level customer relationships, reporting to the Sr Manager, Commissioning Services within Project Operations.

Requirements

  • Bachelor’s degree in mechanical, Electrical, Controls, or related engineering discipline.
  • 7–10+ years in power plant commissioning/startup; 3+ years in portfolio‑level or program leadership.
  • Experience interacting with EPCs, OEMs, utilities, and customer technical teams.
  • Strong working knowledge of commissioning processes across GTCC, GTSC, BOP, controls, and performance testing.
  • Proficiency in P6, BI dashboards, EDMS/document control, and digital commissioning tools.
  • Proficient in MS Office and project scheduling tools (P6/MS Project); familiar with EDMS/document control systems; knowledgeable with analytics dashboards (Power BI/Tableau); and read-only/governed access to DCS/PLC programming environments.

Responsibilities

  • Serve as the primary portfolio lead for key strategic customers; ensure alignment with customer objectives and long‑term strategies.
  • Act as the single point of accountability for commissioning outcomes across the portfolio (safety, schedule, quality, customer satisfaction).
  • Maintain executive‑level customer relationships, lead Quarterly Business Reviews (QBRs), and manage escalations.
  • Ensure consistent use of commissioning standards, templates, SOPs, and gate criteria across all projects.
  • Participate in a cross‑portfolio governance council to compare portfolio performance and share systemic lessons learned.
  • Enforce adherence to the enterprise commissioning governance model, including audits and readiness checks.
  • Provide advanced technical support on controls, interlocks, logic, BOP systems, grid integration, and performance testing.
  • Review/approve commissioning plans, pre‑commissioning checklists, FAT/SAT plans, and turnover documentation.
  • Coordinate SME support to resolve complex technical commissioning issues.
  • Coordinate with the Commissioning Planning and Development team to build and manage the integrated commissioning master schedule for the portfolio.
  • Forecast and allocate commissioning resources (staffing, TFAs, tools, OEM/vendor support) across the portfolio to optimize critical path execution.  Work with other PCMs to support across portfolios as required.
  • Lead readiness reviews for milestones such as First Fire, Synchronization, and Performance Test.
  • Coordinate with TFA vendors on TFA forecasts, execution schedules and notification requirements.
  • Track standardized KPIs for the portfolio, enabling apples‑to‑apples comparison across all portfolios.
  • Provide weekly dashboards and quarterly comparative analyses (rankings, trends, systemic issues).
  • Identify cross‑portfolio improvement opportunities and drive enterprise‑level corrective actions.
  • Maintain a portfolio‑level risk register and identify systemic risks.
  • Lead issue triage, escalation management, and rapid‑response task forces.
  • Assess change orders for schedule, cost, quality, and warranty impacts.
  • Champion a zero‑incident commissioning safety culture.
  • Ensure compliance with OSHA, NFPA 70E, LOTO, grid codes, and customer EHS policies.
  • Oversee QA/QC processes including test documentation, calibration, redlines/as‑builts, and turnover packages.
  • Manage commissioning budgets and forecasts.
  • Reduce costs through schedule optimization, vendor strategy, and productivity improvements.
  • Mentor site commissioning leaders and engineers; Work with leadership to develop SME pipeline.
  • Coordinate with PMO, Projects, Construction, Engineering, EHS, Controls, and Supply Chain.
  • Use commissioning management systems, Power BI dashboards, and scheduling tools for real‑time reporting.
  • Ensure data integrity and document configuration control.
  • Support bids/proposals by defining commissioning scope, schedule logic, and resource plans.
  • Coordinate OEM and vendor support strategies and warranty handoff.
  • Provide training, readiness support, and on‑call availability for major commissioning events.
  • Assist with incident investigations and CAPA development.
  • Travel as required (typically 25–50%) depending on portfolio phase.
  • Comply with all EHS policies and procedures, including reporting of unsafe activities to EHS.
  • Communicate effectively with staff and management at all levels.
  • Always maintain the highest degree of honesty and integrity.
  • Participate in proactive team efforts to achieve departmental and company goals.
  • Protect confidential information by not communicating, disclosing to, or using for the benefit of 3rd parties.
  • Work in the global environment to maintain and update standards and latest practices.
