Position is responsible for planning, design, construction, repair, maintenance, and procurement of facilities and equipment for the waterfront and landside terminals of JAXPORT.  Prepares designs, supervises, and administers construction contracts relating to facilities.  Supervises the work of architectural and engineering consultants and technical personnel as required.  Prepares specifications for the procurement of equipment, materials and services.   This position is responsible for conducting periodic facilities inspections and preparation of periodic reports.  Provides technical advice, estimates, measurements, and conceptual layouts for facilities planning purposes and maintenance activities.  Position also has the responsibility for engineering, repair, maintenance and procurement of the heavy mechanical equipment commonly used at JAXPORT.

  • Responsible for the design (in-house and external firms) of new or modified facilities by reviewing plans and making the necessary corrections in accordance with sound engineering practices, the needs and requirements of the end user and funding constraints.
  • Formulates requirements for projects through discussions with various departments, tenants, and agencies.
  • Determines the need for consulting engineers’ services and participates in the selection and negotiation fees for the best qualified firm(s).
  • Responsible for the preparation of drawings and specifications for assigned projects.
  • Assists and provides guidance to department staff in the development of conceptual drawings for projects.
  • Responsible for preparation of concept layouts for proposed new facilities, prepares budget cost estimates for new construction and assists in the development of a maintenance and repair program.
  • Assists in pre-bid conferences, bid openings, and pre-construction conferences. Assists in negotiations with contractors, secures competitive bids, and recommends award of contracts.
  • Prepares specifications for procurement of equipment, materials and services; recommends award of contracts and recommends acceptance of items delivered or services rendered which are in conformance with specifications.
  • Supervises the work of consulting engineers, construction sites, and architects contracted by JAXPORT for assigned projects.
  • Assists in the selection and supervises the work of surveyors, testing laboratories and technicians for inspections, testing, measurement, borings, surveying, and sounding operations.
  • Monitors and enforces warranty provisions on new work and equipment.
  • Supervises, coordinates, and directs preparation of permit applications as required by Local, State, and/or Federal Laws.
  • Reviews and approves application for payments and invoices for construction and engineering projects, services contracts, materials, and equipment.
  • Assists with the procurement of external contractors, consulting firms, and vendors for the execution of capital and maintenance projects.
  • Monitors the construction phase of assigned projects.
  • Manages, tracks, and reports changes to project scopes, budget, and schedules.
  • Reviews and approves contract amendments, change orders and payment requests by contractors and consulting firms.
  • Serves as a professional and technical advisor for planning, construction, maintenance, and repair activities performed at the marine terminals.
  • Provides advice, information, data, measurement, and maintenance recommendations as requested.
  • Continuously evaluates new equipment, materials, and methods, as pertains to new construction, modernization and maintenance. Arranges for the conduct of, or conducts, periodic inspections of marine facilities.
  • Reviews, signs and seals (as a Professional Engineer) facilities and environmental inspections reports prepared by in-house staff, for final submission to agencies having jurisdiction.
  • Maintains and updates, as necessary, the “as-built” technical drawings and specifications for facilities, installations, utilities, and certain heavy machines at the marine terminals.
  • Participates in special projects or initiatives performed to enhance divisional effectiveness. Assists in the preparation of the annual budget.
  • Performs special construction or maintenance work as instructed.
  • Bachelor’s Degree in Civil, Mechanical Engineering, or related engineering field required.
  • Minimum of ten years or progressively responsible engineering or port experience preferred.
  • Professional Engineer license (PE) issued by the State of Florida, or ability to obtain it within the first three (3) months of employment is required.
  • Knowledge of surveying and mobile construction and material handling equipment, power generation equipment, structural, mechanical, and electrical inspection required.
  • Strong oral and written communication skills.
  • Must be able to work independently without close supervision.
  • Strong Microsoft Office Suite skills.
  • Valid driver license is required and must be maintained during employment.
  • Must be able to obtain and maintain a Transportation Workers Identification Credential (TWIC) during employment.
  • Computer Aided Design & Project Management software experience preferred.
