About The Position

Position Summary: Leads, drives, and manages, organizational performance and financial achievement for state, federal, and commercial quality programs, with emphasis on Quality Incentive Pool (QIP) Program, the California State MediCal Quality Incentive Program. Works collaboratively with clinical care departments and providers to improve documented patient care to ensure medical record accuracy and maximize performance on key performance indicators. Assists Finance in the reporting for the California State MediCal Enhanced Payment Program (EPP). Collaborates with Epic and ITS teams to manage governance, workflows and code development for measure rate reporting for QIP and other Quality/Value programs including Medicare ACO/MSSP, capitated managed care, and FQHC UDS reporting. Project manage performance improvement projects with FQHC, Ambulatory, Ancillary, Emergency and Inpatient departments. Contracts and manages third-party vendors providing clinical and analytical products and services to support Population Health department goals. Represents UCI Health at national, state, local, and commercial entities including, the California Department of Health Care Services (DHCS), California Association of Public Hospitals (CAPH/SNI), and Metric Technical Advisory Committee (MTAC). Collaborates with UCOP and other UC Schools to support the shared QIP/VALUE PROGRAMS metric coding collaborative.

Requirements

  • Proven skills in managing large and complex projects
  • Proficient in Microsoft Office (Excel, Word, PowerPoint, etc.)
  • Must possess the skill, knowledge and ability essential to the successful performance of assigned duties
  • Must demonstrate customer service skills appropriate to the job
  • Minimum of 7 years of healthcare management experience directly managing high profile programs
  • Minimum 3 years of project management experience in a Healthcare environment
  • Exceptional skills in report writing and making technical presentations
  • Excellent written and verbal communication skills
  • Excellent time management and organizational skills
  • Ability to manage multiple fast-paced technical projects
  • Ability to maintain a self-directed work pace appropriate to the workload with minimal supervision
  • Ability to establish and maintain effective working relationships across the Health System
  • Ability to effectively prioritize and execute tasks in a high-pressure environment
  • Ability to conform to shifting priorities, demands and timelines through analytical and problem solving capabilities
  • Must be able to provide proof of work authorization

Nice To Haves

  • Proficient in Microsoft SQL Server query language (tSQL)
  • Prior experience and/or technical knowledge of the Epic Electronic Health Record application system
  • Previous leadership experience in the management of complex healthcare programs
  • PMI or PMP Certification or current progress toward PMI or PMP Certification
  • Minimum of 5 years management experience with at least 2 direct reports
  • Minimum 3 years healthcare experience as PA, NP, RN, PharmD or other relevant clinical discipline
  • Master's Degree
  • Knowledge of compliance/regulatory standards
  • Knowledge of University and Medical Center organizations, policies, procedures and forms
  • Experience with the California state (QIP/VALUE PROGRAMS)
  • Experience with performance improvement methodologies including LEAN/Six Sigma/PDSA approaches
  • Demonstrated proficiency with use of Microsoft Project and Visio
  • Business Intelligence (BI) tools experience
