The purpose of this position is to manage University Policy Manual (UPM) development, policy review, and maintenance processes, and to assist with setting the strategic direction of the policy program under the direction of the Chief Compliance Officer (CCO). This position will take an active role with top leadership in developing policy and actively managing the policy manual, Manage frontend policy work to ensure consistency and compliance with regulatory guidance before final approval, collaborate with the university community on policy matters, including establishing relationships with various UNT offices, providing education and assistance, policy benchmarking with outside organizations, and providing guidance on emerging policy trends.

  • Serves as the key contact for UNT policy development, as well as the policy development process
  • Collaborates with policy owners and other stakeholders in assessing proposed policies to include benchmarking with other institutions and researching policy options
  • Assists policy owners with the policy process to ensure all new and edited policies are compliant with university standards, consistent in format, and are void of conflict or duplication with existing policies
  • Coordinates the policy approval process in conjunction with policy owners, the Policy Advisory Group (PAG), Office of General Counsel, Office of the President, and other stakeholders
  • Develops systems intended to track the review process through all stages and communicate current status to appropriate parties including the CCO, PAG members, and university administration
  • Ensures changes to policies and standards are tracked and that documents are edited for consistent style, structure, and information flow
  • Organizes the cyclical review of UPM policies to ensure the policies remain accurate, effective, and aligned with the university's current and strategic objectives
  • Maintains an information database/library of all current and former UPM policies and standards and serves as the historian of policies for any questions concerning former UPM policies and standards.
  • Manages the day-to-day functions of the UPM administrative process. Makes evaluative judgments on the appropriate methods to use to ensure efficient, quality results in all UPM work. Analyzes, develops, and frequently adapts, combines, or makes continuous process improvements to services
  • Makes changes to policy development workflow processes
  • Advises the CCO on program improvements and assists in setting goals
  • Tracks, records, and analyzes data regarding policy office activities, and develops policy office activity and metrics reports.
  • Develops briefing/education materials for policy development and training processes for administrative policymakers
  • Maintains the UPM website to include posting updates in a timely manner and verifying links are operational
  • Sends out email distributions of new and revised policies and standards and confirms the distribution process is accurate
  • Provides information on the UPM program, and makes referrals as appropriate
  • Assists policy owners to create and disseminate campus awareness and education materials on policy initiatives
  • Upon completion of the review process distributes all new and/or revised policies and standards to the campus community.
  • Attends continuing professional education seminars and conferences
  • Collaborates with stakeholder offices on pending legislation and associated policy requirements
  • Assists with special projects as needed
  • The incumbent will review proposed policy submissions and review for completeness, compliance with existing policy, and consistency of formatting and language
  • The incumbent will establish partnerships and collaborative relationships with policy administrators, both internally and externally, and must know when to escalate matters to the CCO
  • Collaborate with other UNT System Enterprise policy managers on the development of strategic policy initiatives.
  • Bachelor's degree in public policy, business administration, communications, or a related field, and five years of professional policy development, management, or coordination, or equivalent experience.
  • Effectiveness in collaborating and building relationships with key stakeholders
  • Demonstrated commitment to collaboration and teamwork across organizational levels and boundaries
  • Ability to deliver information effectively in a variety of settings including oneonone, team settings, presentations, and various written forms such as letters, memos, analytical reports,and decision documents
  • Demonstrated ability to communicate effectively and tactfully across a variety of stakeholder offices
  • Ability to research, evaluate and analyze complex or conflicting data/information, develop valid conclusions and recommendations, and prepare clear and concise written reports oncomplex subject matter
  • Ability to generate and audit management reports using various databases and software, ability to manipulate and analyze data
  • A demonstrable commitment to promoting and enhancing diversity
  • Proficiency with windowsbased email and other standard office applications such as MS Word, Excel, PowerPoint, and similar programs
  • Direct experience managing a policy program including policy and training development, and procedure documentation designed for endusers.
