About The Position

Obsidian Solutions Group (OSG) is seeking a Policy and Program analyst to support The Bureau of Diplomatic Security (DS), which is the security and law enforcement arm of the U.S. Department of State (the Department). DS is a world leader in international investigations, threat analysis, cyber security, counterterrorism, security technology, and protection of people, property, and information. Its primary mission is to provide a safe and secure environment for the conduct of U.S. foreign policy. The Office of Security Technology (ST) supports the DS mission through the application and use of appropriate technical security countermeasures.

Requirements

  • Must have a current U.S. Government final TOP SECRET Personnel Security Clearance and be able to qualify for SCI access. Must be eligible for and able to obtain and maintain required Security Clearance/access approvals.
  • Must have the ability to understand and explain Intelligence Community standards, Overseas Security Policy Board (OSPB) technical and physical security standards, and agency regulations.
  • Must be able to interact with groups and individuals outside own organization and/or agency.
  • Must be able to participate in interagency working groups.
  • Must be able to communicate to coworkers and senior managers in written, electronic, and verbal formats and have strong technical and report writing skills.
  • Must be proficient working with SharePoint and Microsoft Office Suite, including Word, Excel, Access, and Outlook.
  • Must have excellent interpersonal skills and the ability to work as a member of a team. Must be self-motivated and able to work effectively with minimal supervision.
  • Must have a strong attention for detail and be able to multi-task efficiently and work in a fast-paced environment on multiple projects.

Responsibilities

  • Responsible for working with subject matter experts to prepare, coordinate and track responses to requests from Foreign Service posts for technical security exceptions, and for technical guidance on and the interpretation of countermeasures-related policies and standards.
  • Responsible for leading efforts to research, evaluate, and determine the impact of technology on established security practices and assist in updating technical security policies and recommending appropriate countermeasures to accommodate changing technologies.
  • Participates in working groups to develop mitigation strategies and standard operating procedures and will advise top level agency security managers and program officials on the potential impact of technologies on the ability to protect people, facilities, and information.
  • Responsible for recommending new and improved methods for enhancing the effectiveness of countermeasures programs through the applications of evolving security technologies.
