About The Position

As a Policy and Budget Analyst you will be a member of the Chief Financial Office, Budget and Management section providing central budget support for the Executive Branch of the state. You will work with state agencies throughout the budget development process and examine agency request budgets to make recommendations to the Governor for development of the Governor's Budget. This work includes a focus on equity in the budget process including budget development, review, and analysis of factors contributing to financial inequities. You will represent and explain the Governor's budget recommendations to the Legislature and other groups. You will also work with state agencies in the execution of their budgets. You will monitor agency budget performance, review allotment of agency funds, analyze agency program and staffing requests, and make recommendations on agency requests to the Legislative Emergency Board or Interim Joint Ways and Means Committees. Requirements

• Seven years of experience and responsibility: a) analyzing information from complex statewide systems; b) identifying organization wide financial issues; c) generating alternatives and implementing solutions to resolve these issues; and d) building consensus and consistency across entities with unrelated missions.
• OR A Bachelor's Degree in a related field AND Four years of experience and responsibility: a) analyzing information from complex statewide systems; b) identifying organization wide financial issues; c) generating alternatives and implementing solutions to resolve these issues; and d) building consensus and consistency across entities with unrelated missions.
• NOTE: A higher-level degree (Masters or Doctorate) may substitute for one year of experience.

• Skill in communicating effectively (orally and in writing) as appropriate for the needs of the audience.
• Experience working in teams (to include staff, external organizations and/or elected officials) to bring multi-faceted assignments to a successful conclusion.
• Experience preparing and presenting recommendations and reports for a variety of recipients.
• Experience reviewing, researching, analyzing, evaluating and managing complex budget and policy issues with a focus on equity.
