About The Position

The Housing Team, housed within the Mayor’s Office, brings together planners, housing policy experts, finance professionals, and urban designers to develop innovative solutions that expand sustainable and affordable housing in Atlanta. The team collaborates with other teams in the Mayor’s Office to ensure new housing design innovations are supported by legislation and reinforced through programs that encourage their implementation citywide. The City of Atlanta has set an ambitious goal: build or preserve 20,000 units of affordable housing by 2029. To achieve this, the City plans to redevelop its public land portfolio for new mixed-income housing. The Housing Team plays a critical role in this effort, leading site identification for redevelopment, coordinating cross-departmental collaboration, and managing the disposition process to activate these properties. The Housing Team: Jr. Policy Analyst will work closely with the Director of Housing Innovation and the Chief Housing Officer to support public land development and affordable housing policy initiatives, contributing to strategies that advance the City’s housing goals. Decision-Making The Jr. Policy Analyst will analyze complex challenges and exercise sound judgment in recommending solutions. This role requires selecting from multiple procedures and methods to accomplish tasks effectively, as well as establishing work methods, timelines, and performance standards to ensure consistent and high-quality results. Junior Policy Analyst (Policy & Research Support) The Jr. Policy Analyst will support the Housing Team through research, legislative drafting, procurement coordination, and program documentation. This role is ideal for an early-career professional interested in the development and implementation of municipal policy. The analyst will provide essential research and operational support to ensure that policies, grants, and programs are executed effectively, efficiently, and with transparency.

Requirements

  • Strong writing, research, and analytical skills.
  • Familiarity with municipal legislative processes, public policy development, and government operations.
  • Knowledge of regulatory systems governing housing design, including building codes, zoning, and land use requirements.
  • Understanding of procurement, contracts, and government administration.
  • Basic GIS or mapping analysis skills preferred.
  • Ability to manage multiple priorities and complex projects with attention to detail.
  • Strong verbal, written, and presentation skills; able to communicate effectively and collaborate with diverse teams.
  • Experience in community engagement and facilitating meaningful public input.

Nice To Haves

  • Bachelor’s degree in urban planning, public policy, political science, public administration, or a related field required (equivalent professional experience may be considered on a case-by-case basis).

Responsibilities

  • Conduct research and prepare briefing notes, memos, and reports for leadership.
  • Draft and review legislation, including conducting background analysis and assembling supporting documentation.
  • Support procurement processes by preparing documentation, tracking requests, and ensuring compliance with City procedures.
  • Develop and maintain policy trackers, data dashboards, and performance measures.
  • Document program and grant activities for internal and external reporting.
  • Assist with mapping analysis, including GIS-based content for policy initiatives.
  • Prepare presentations, data visualizations, and policy materials for briefings and community meetings.
  • Support public engagement efforts by staffing community meetings, workshops, and design charrettes to ensure meaningful neighborhood input informs housing and design decisions.
  • Provide flexible support across the team for quick-turn assignments, including review, formatting, and content coordination with multiple stakeholders.
