About The Position

The Police Technician (FOIA) position is a part-time role within the Newport News Police Department, responsible for processing Freedom of Information Act (FOIA) requests, Subpoena Duces Tecums, and Motions for Discovery. The technician will conduct research, liaise with various city offices, and ensure compliance with applicable laws while managing sensitive information. This role requires a strong understanding of office administration, technology, and law enforcement procedures, as well as the ability to communicate effectively and maintain confidentiality.

Requirements

• Associate's Degree in Criminal Justice, Computer Science, Information Technology, Business Administration, or a closely related field.
• 2-4 years of directly related experience or an equivalent combination of education and experience.
• Basic knowledge of laws, legal codes, court procedures, and government regulations.
• Ability to read, understand, and apply Virginia State Codes.

• Prior law enforcement or investigation experience.

Responsibilities

• Process Freedom of Information Act (FOIA) requests, Subpoena Duces Tecums, and Motions for Discovery.
• Research and analyze information to respond to requests.
• Liaise with the City Attorney's Office, City Manager's Office, and Virginia FOIA Counsel on FOIA-related matters.
• Conduct research on applicable case law and Virginia law regarding FOIA requests.
• Access and manage paper and electronic records related to requests, including body-worn camera video.
• Ensure appropriate disclosure of information under the Freedom of Information Act.
• Serve permitted warrants, traffic summonses, and other non-custodial legal paperwork.
• Perform other duties as assigned.
