About The Position

An employee in this class is a supervisory employee under the general direction of the Police Support Services Manager. This employee has general responsibility for directing the daily mechanical operations and maintenance of the Police Department Headquarters.  Performs administrative and supervisory work, providing direction for building maintenance, custodial services, and capital project accomplishment for the Police Department.  An employee in this class is responsible for planning, organizing, staffing, directing, and controlling maintenance functions for the building.

Requirements

  • Must possess a bachelor's degree from an accredited college or university with major coursework in engineering or construction, supplemented by having five consecutive years of progressively responsible and demonstrated experience in varied public works construction and maintenance projects in a union environment.
  • The incumbent must also possess at least four (4) years of supervisory experience over union employees.
  • The incumbent must have a Basic Facility Managers Course certificate or equivalent.
  • Valid Driver's License: With proof of automobile insurance
  • Background and Driving Record: Must have acceptable background and driving record.
  • Knowledge of City/County regulations affecting building maintenance and custodial services.
  • Knowledge of the basic principles and practices of building construction and maintenance.
  • Knowledge of budgetary development and administration procedures, methods, and techniques, inventory control, and personnel management.
  • Knowledge of supervisory principles and practices and overall personnel management.
  • Knowledge of blueprints and working drawings and the ability to interpret work needed from technical sketches or plans for estimating purposes.
  • Knowledge of legislation associated with proper use, storage, and disposal of various agents utilized in the custodial maintenance operations.
  • Knowledge and understanding of the collective bargaining agreement(s) guidelines for subordinate staff.
  • Skill and political savvy in working with City departments, staff, colleagues, management, executives, and residents to achieve routinely successful outcomes.
  • Skill in managing subordinate staff's multiple disciplines, assignments, and job performance to achieve routine successful outcomes.

Nice To Haves

  • Any additional degree in a related field (management, public administration, or engineering or construction related to public facilities) is desirable.
  • Absence of any disciplinary action within the preceding 36 months before consideration for hire or promotion is preferred.
  • Additional education and training and experience may be substituted for the above requirements.

Responsibilities

  • Supervises maintenance and repairs on structures, facilities, equipment, and other property associated with the Police Department.
  • Reads blueprints, diagrams, specifications, manuals, and/or sketches for reference purposes; writes specifications for vendor proposals.
  • Schedules contract vendors, coordinates projects, and inspects such during and upon completion for adherence to contract specifications.
  • Ensures all work performed adheres to established safety standards, building codes and regulations, and engineering standards where applicable
  • Coordinates contract maintenance work performed, submits a maintenance budget request, and monitors expenditures.
  • Directs, supervises and evaluates the work of subordinates involved in the maintenance and custodial services provided.
  • Maintains the building's operation monitoring system, access control system and associated software
  • Makes practical recommendations regarding hiring, discipline, training, and promotion of subordinates. Authorizes leave of absence and evaluates and rates employee performance.
  • Must effectively and positively represent the city in delivering and performing work with colleagues and clients, irrespective of gender, race, religion, age, disability,political affiliation or belief, or sexual orientation.
  • Must maintain effective and professional relationships with work colleagues, supervisors, and the Command Staff.
  • Maintain accurate records of all routine building inspections and maintenance tasks performed
  • Coordinate with other City Departments regarding maintenance or inspections
  • Performs other duties as assigned.
