About The Position

A public sector organization is seeking an experienced PMP-certified Project Manager to lead large-scale application development initiatives. The role involves managing both Commercial Off-the-Shelf (COTS) and in-house development projects, ensuring successful delivery across all phases of the project lifecycle while adhering to secure development standards.

Requirements

  • PMP (Project Management Professional) Certification – mandatory.
  • Proven experience working with government agencies.
  • Bachelor’s degree in a relevant field (preferred but not explicitly required).
  • Minimum 84 months (7 years) of experience as a Project Manager managing application development projects (COTS and/or in-house).
  • 84 months of experience managing project execution, including budgets, schedules, scope, and reporting.
  • 84 months of experience developing and managing detailed project schedules using tools like Microsoft Project.
  • 84 months of experience working with Waterfall, Agile, and Hybrid project methodologies.
  • 84 months of experience in scope management, deliverable review, and change request processes.
  • 84 months of experience in quality management, including QA, testing, UAT, and defect tracking.
  • 84 months of experience managing large, multi-phase, high-visibility projects within a government or public sector environment.
  • Strong leadership, communication, and stakeholder management skills are essential.
  • Must be comfortable working in an on-site environment for interviews and potentially project requirements.

Responsibilities

  • Lead and manage application development projects, including COTS implementations and custom-built solutions.
  • Oversee vendor deliverables such as system upgrades, installations, configurations, custom development, and issue resolution.
  • Ensure adherence to Secure System Development Life Cycle (SSDLC) standards.
  • Develop and maintain project plans, including scope, schedule, budget, communication plans, and status reports.
  • Manage project execution and control from initiation through closeout.
  • Create and maintain detailed project schedules using tools such as Microsoft Project.
  • Track progress, identify variances, and provide regular status updates to leadership and stakeholders.
  • Utilize Waterfall, Agile, and Hybrid methodologies to manage project timelines and deliverables.
  • Facilitate project meetings, including Scrum sessions and stakeholder updates.
  • Develop and manage detailed scope documents and oversee deliverable acceptance processes.
  • Manage change requests and ensure alignment with project scope and objectives.
  • Oversee quality planning, assurance, and control, including system testing and User Acceptance Testing (UAT).
  • Track defects, metrics, and ensure adherence to quality governance standards.
  • Lead high-visibility, multi-phase projects and report to senior leadership.
