About The Position

The PMO Project Engineer lll will oversee and manage various service providers to support the Chicago Department of Water’s (DWM) multi-billion Capital Improvement Program (CIP). This position will be involved with a range of CIP projects that include planning, designing, and construction oversight. Furthermore, this position will serve as the Facilities Construction Manager to support DWM with providing oversight on improvements to major water system facilities, including water purification plants, intake structures, pumping stations, reservoirs, hydraulic structures, buildings/structures, and large conveyance for raw and finished water supply tunnels.

Requirements

  • B.S. in Engineering or related field required
  • Master’s Degree preferred
  • Professional Engineer license and Project Management Professional (PMP) Certification preferred
  • 15+ years of experience in water/wastewater facilities preferred
  • Experience in large municipal capital improvement programs, joint venture projects, or water infrastructure projects is preferred
  • Excellent verbal and written communication skills
  • Excellent interpersonal skills
  • Strong analytical and problem-solving skills
  • Proficient in Microsoft Office suite
  • Working knowledge of CAD software a plus

  • Has the primary responsibility for review of project work by other staff
  • Serves as the Construction Manager responsible for supporting DWM with providing oversight on improvements to major water system facilities
  • Manages construction of water facilities with multi-disciplinary improvements (e.g., electrical, mechanical, structural, processes and architectural)
  • Provides oversight to electrical/mechanical equipment commissioning
  • Manages project teams and monitors consultants’ compliance with contractual commitments
  • Manages the process of hiring a resident engineer who are a part of on call engineering firms and field inspectors to oversee the construction of projects
  • Works in conjunction with the Resident Engineer to ensure that the work is being executed and performed with the contract documents
  • May manage all phases of construction projects (from beginning to close out)
  • Manages the schedule and budget of projects
  • Coordinates and communicates project progress with the client
  • Facilitates and resolves project issues and scope changes with design team and the client
  • Monitors and reports financial and completion status of projects to client
  • Receives technical guidance on unusual or complex problems and supervisory approval on proposed plans for projects
  • Manages one or more moderately complex design projects, involving coordination of multiple engineering disciplines, consultants and/or various agencies
  • Performs such other duties as the supervisor may from time to time deem necessary.
