About The Position

The Project Manager – Major Construction leads large-scale utility infrastructure projects, located in New York, ensuring strategic alignment with corporate objectives, regulatory compliance, and operational excellence. This role provides leadership across multiple major construction projects, managing priorities, budgets, and resources to deliver reliable, cost-effective solutions for substation and distribution. These projects are multi-million-dollar (100 million) heavy construction efforts executed through several contracts put in place and managed by the Project Manager. The Project Manager will manage resource requirements, priorities, investment plans, project execution strategy and internal/external resource requirements. Responsible for the overall project control and coordination of the scheduling, cost controlling and reporting processes and functions

Requirements

  • Ability to mobilize matrixed team members to deliver projects on time and under budget
  • Expert in risk management and mitigation plans
  • Development of cost loaded, critical path project schedules and earned value reports
  • Expert in utilizing financial spreadsheets for data analysis, budgeting and planning.
  • Public presentation skills and ability to summarize concepts utilizing scheduling software tools
  • Understanding of quality assurance processes and implement with project structure.
  • Knowledge of main configuration and general arrangements of networks (substations, overhead lines, and cable; gas gate and regulator stations, distribution and storage) infrastructures
  • Proven ability to lead teams and work in a team environment
  • Experienced in managing heavy construction projects
  • Experienced in contract negotiations and supplier management
  • Proven experience obtaining siting permits
  • Project Management Professional Certification
  • Construction Safety Training
  • Experience in public speaking, construction management, and regulatory compliance
  • Bachelor’s degree with 5 years relevant experience required.

Responsibilities

  • Oversees project budgets.
  • Analyzes project performance and initiates actions to control scope, schedule, and cost performance.
  • Proactive approach to overseeing work measures progress and takes actions to ensure budgets and deadlines are achieved.
  • Approves project plans, executes contract strategies to undertake work and controls and authorizes expenditures.
  • Initiates actions to ensure compliance with project and quality management processes and procedures.
  • Define project execution strategies, investment plans, and resource allocation for major utility projects.
  • Oversee multi-million-dollar capital budgets; monitor KPIs for scope, schedule, and cost performance; implement corrective actions proactively.
  • Coordinates with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers.
  • May represent the company and testify in regulatory hearings or at Federal, State or local agency or municipal meetings
  • Coordinates efforts of cross-functional project teams.
  • Holds regular project status meetings. This may request travelling to the areas where the stations are located.
  • Considers innovative ways to undertake work, promoting automation, and best practices to enhance efficiency and quality.
  • Provides recommendations on policies and goals desired and implements new/revised processes and procedures according to established guidelines.
  • Responsible for the overall procurement phase of external services. This may include the preparation of bidding packages, analysis of the technical proposal, as well as contract management until the end of the contract.
  • Informs management and project teams regarding cost and schedule performance variances and corrective action required.
  • Responsible for Project accountability overview, making sure that it complies with FERC, NERC and any other applicable regulation.
  • Lead risk identification, mitigation planning, and reporting; ensure robust risk control systems are in place.
  • Attendance to Executive management meetings, providing and presenting reports and cost-schedule-risk views as required.
  • Provide executive-level updates on cost, schedule, and risk; prepare presentations for senior leadership and regulatory bodies.
