About The Position

The Plant Superintendent C position at the Veterans Home at St. Albans involves planning, supervising, coordinating, and directing the activities of physical plant subordinate engineering and maintenance staff. The role includes planning maintenance, repair, rehabilitation, and construction projects, establishing work priorities, and assigning work to subordinate staff. The superintendent will oversee work in progress to ensure that assignments are completed on schedule and provide technical assistance and instruction to subordinate supervisors and workers as required. The position also entails reviewing completed work for quality assurance, performing time and attendance functions, and participating in labor relations activities and disciplinary hearings as necessary. Additionally, the superintendent will be involved in the recruitment and selection of new personnel, developing training programs, and ensuring compliance with various federal and state regulatory agencies.

Requirements

  • Current New York State employee with one or more years of permanent, contingent-permanent, or 55 b/c service in a position eligible for transfer under Section 70.1 of the Civil Service Law.
  • Six years of experience in a physical plant in an institutional, educational, laboratory, or healthcare setting, or a power plant.
  • Experience must include management of daily plant operations, procedure development, budget planning, and workforce allocation.
  • An associate degree in a related field can substitute for two years of specialized experience.
  • A bachelor's degree in a related field can substitute for four years of experience.
  • A master's degree in a related field can substitute for five years of experience.
  • A doctorate in a related field can substitute for six years of experience.

Nice To Haves

  • NYS Driver's License preferred.
  • Experience in contract management of building maintenance/construction projects.

Responsibilities

  • Plan, supervise, coordinate, and direct the activities of physical plant subordinate engineering and maintenance staff.
  • Plan maintenance, repair, rehabilitation, and construction projects.
  • Establish work priorities and assign work to subordinate staff.
  • Oversee work in progress to ensure that assignments are completed on schedule.
  • Provide technical assistance and instruction to subordinate supervisors and workers.
  • Review completed work to assure quality and adherence to instructions.
  • Perform time and attendance functions and review employee LATS.
  • Prepare and/or review performance evaluations and counsel staff for performance improvement.
  • Participate in labor relations activities and disciplinary hearings.
  • Conduct interviews and make recommendations for new staff appointments.
  • Develop, review, amend, and ensure implementation of policies and procedures related to facility operations.
  • Participate in contract administration activities and oversee maintenance contracts.
  • Monitor operations of primary building systems and evaluate needs for improvements.
  • Prepare annual budgets for the physical plant/engineering and maintenance departments.
  • Approve/sign purchase orders and review expenditures against budgets.
