About The Position

This is structure and craft work of a supervisory nature in directing physical plant operation and maintenance programs of considerable variety at a large state institution. Responsibilities include coordinating building, grounds, mechanical systems, and motor vehicle operations and maintenance programs and managing a large workforce of trades and plant operation personnel. Work is performed under administrative direction.

Requirements

  • Knowledge of applicable laws, rules, regulations, policies and procedures.
  • Knowledge of modern management principles, practices, and techniques.
  • Knowledge of the principles, practices, techniques, and tools used in the building and mechanical trades.
  • Knowledge of roads and grounds maintenance practices, and techniques.
  • Knowledge of high-pressure steam heating plant operation, maintenance, and repair.
  • Knowledge of the operation, maintenance, and repair of water treatment and sewerage systems.
  • Knowledge of occupational hazards and safety precautions associated with mechanical and building trades and operation of high-pressure steam heating plants.
  • Knowledge of underwriter's codes, safety laws and regulations, and methods of fire prevention and control.
  • Ability to supervise subordinate personnel.
  • Ability to plan and direct work of subordinate supervisors and large numbers of skilled, semi-skilled, and unskilled workers.
  • Ability to make detailed plans for repairs, alterations, and additions to building, equipment, and grounds including cost estimates.
  • Ability to maintain production, cost, and other records and to prepare required reports.
  • Ability to use applicable computer programs.
  • Five (5) years experience in managing the maintenance and repair of a physical plant to include experience in the building and mechanical trades and/or the operation and maintenance of high-pressure steam heating plants.
  • Applicants may be required to possess or obtain a Boiler Engineer's license of the class required by the ordinance of the municipality in which the plant is located.

Responsibilities

  • Develops and documents necessary policies and procedures in order to ensure operations conform to applicable standards such as those established by JCAHO, DHS, Medicare and Medicaid.
  • Reviews operating costs, estimates budget needs, and institutes operational changes in order to reduce maintenance costs where indicated.
  • Prepares plans and specifications for minor work and schedules maintenance, repairs, and alteration projects in order to meet institutional needs and maintain physical plant.
  • Plans, directs, and oversees work of subordinate supervisors and skilled, semi-skilled, and unskilled workers in order to ensure established unit goals and objectives are met.
  • Inspects building maintenance projects and meets with general contractors in order to ensure maintenance, construction, and safety standards and specifications are met.
  • Directs and oversees grounds maintenance including snow removal and transport operations in order to provide a safe environment and meet institutional transportation requirements.
  • Directs, monitors, and inspects operation and maintenance of heating, water treatment, and sewerage disposal plants in order to ensure adherence to operation, maintenance, and repair standards.
  • Consults with administrative officials regarding facility operation and maintenance in order to ensure public safety standards including security and firefighting support meet institutional needs.
  • Implements and complies with human resource laws, policies, procedures and practices such as: AA/EEO, recruitment, employment, position classification, performance appraisals, training, discipline, contract administration, human resource components of security protocols of agency information security and confidentiality policies, and employee safety.
