The Arctic Policy Consultant will be responsible for providing program support for Maritime Security and Arctic Policy matters across OPNAV. OPNAV serves as the principal advisor to the Chief of Naval Operations (CNO) on joint operations and the development of naval and joint plans, programs, and policies and requires innovative consulting and analytical support to facilitate strategic decision and policy making and perform multidisciplinary forms of plans and policy analysis. The consultant will lead and assist with the development, drafting, and periodic review of maritime security-related doctrine and policy documents related to the Arctic region. Responsibilities include research, preparing in-depth briefings, papers, and flag correspondence on Arctic maritime operations, including topics such as: Sea control, sea denial, maritime security operations, and exercises in the Arctic. International law and the United Nations Convention on Law of the Sea (UNCLOS). Climate change and its impact on Arctic operations. Maritime domain awareness and operational threat response. High-value unit escort operations and other forms of maritime warfare.
