About The Position

Works under general supervision of Manager of Plans Review to supervise Plans Examiners (I and II) reviewing and approving simple to highly complex designs of dwellings apartments mobile homes commercial assembly industrial schools and subdivision plans for code compliance and issuing building demolition use and occupancy permits. Pay Grade 54 Salary Commensurate with Experience and Education

Requirements

  • Ten (10) years of experience in building construction, building drafting, building design or related field and high school diploma or possess a GED; OR
  • Six (6) years of experience in building construction, building drafting, building design or related field and bachelor’s degree from an accredited college or university in engineering or architecture, with experience in full time architecture or engineering preferred; OR
  • An equivalent combination of related education and/or experience.
  • Certification as a Certified Building Official or Master Code Professional may substitute for degree requirement.
  • PROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.
  • Must possess or obtain ICC certification as a Plans Examiner or Inspector in at least three areas of building, electrical, mechanical, or plumbing codes within two (2) years of hire date, one of which must be obtained within the first six (6) months.
  • Ability to identify noncompliance of designs submitted for permitting.
  • Extensive knowledge of building and construction codes, regulations, and ordinances
  • Ability to demonstrate leadership and exercise sound judgement in evaluating situations and making decisions.
  • Ability to calmly deal with difficult situations involving assigned employees, other coworkers and/or customers.
  • Thorough knowledge of blueprint reading techniques
  • Knowledge of building construction practices and techniques
  • Knowledge of current supervisory practices and techniques
  • Ability to express ideas clearly, concisely, and effectively in verbal and written forms.
  • Ability to maintain cooperative relationships with public citizens, coworkers, public officials and other agencies.
  • Proficiency in use of computer programs needed to effectively perform the duties of a Plans Examiner III.

Responsibilities

  • Reviews and incorporate complex designs of dwellings, apartments, mobile homes, commercial, assembly, industrial, schools and subdivision plans submitted to the Building Department.
  • Issues building permits including use and occupancy, demolition, special event, sign and building permits for construction.
  • Consults with technical and professional architects, engineers, and contractors on various aspects of design and construction projects.
  • Answers complex and technical requests for information relating to permit requirements, building codes and zoning ordinance regulations.
  • Performs management responsibilities in accordance with policies and procedures; responsibilities including staff training, appraising performance, discipline and addressing complaints and resolving problems.
  • Supervises and directs work activities of all assigned employees and is responsible for their results.
  • Reviews Board of Adjustment zoning cases and Joint Board of Appeals cases and acts as Code Enforcement representative at the meetings.
  • Conducts field inspections, as required.
  • Ensures files are maintained on floor plans and site plans for all permits issued.
  • Coordinates with other county departments and agencies to ensure they have plans submitted for approval.
  • Ensures plans are filed and indexed according to subdivision.
  • Performs simple to highly complex plan reviews for code compliance and documents the reviews using appropriate software programs.
  • Works with code committees
  • Assists plan examiners as well as field inspectors with proper code interpretations.
  • Maintains personnel records and training documentation for assigned employees.
  • Performs other related duties as required or directed.
