About The Position

Plans and Operations Lead XVIII ABC Hub and Spoke MTCs provide individual and collective training on Army Mission Command Systems, using a variety of tools and Army fielded systems. These systems are used to support Small Unit Training: Squads through Company, Medium Unit Training: Battalion through Brigade, and Large Unit Training: Divisions and Corps in training environments ranging from Stability and Support Operations (SSO) through Unified Land Operations (ULO). MEANINGFUL WORK AND PERSONAL IMPACT: Lead/manage the Plans and Operations section. Manage complex tasks, coordinate collaboratively with training and technical branches, track milestone accomplishment, adjust plans as required, and ensures successful completion of assigned missions. Manage preparations and chair/lead contractor/government meetings as directed. Review all products created within the Plans and Operations section for accuracy, content, grammar, substance, and visuals. Responsible for mission planning, event tracking, orders production, calendar management, physical/information security, facility maintenance, and supply/equipment distribution. Schedule, prepare, facilitate, and publish post-event written summaries of planning conferences and in-progress reviews. Coordinate with units to determine exercise training objectives, establish key milestones/dates, and author/track deliverables as required/directed. Coordinate with training and technical branches to determine exercise requirements and develop/submit a Field Budget Estimate (FBE) for projections of overtime and flex/bank hours in support of extended duration missions. Develop, implement, conduct guard/mayor cell briefings, and monitor security plan and facility maintenance. Manages a Team of order writers responsible for creating Battalion through Corps level Operation Orders (OPORD) products with all associated annexes. Serve as the exercise control and higher headquarters for units participating in simulation/stimulation training. Maintain exercise/facility calendars, provide event and administrative scheduling to support MTC operations, and track facility utilization and training executed. Track/input training data, prepare monthly/annual training reports, and update program portal daily. Implement, manage, and retain responsibility for the execution of redundant system to verify all physical and information security protocols are in place within the facility. Proactively identify, track, provide updates, and close-out facility maintenance issues/tasks. Maintain accountability of government equipment and serve as the coordinator for contractor purchase requests. Serve in a mentorship and/or observer/controller role when requested; gather observations and provide input to unit After Action Reviews (AARs). Maintain a comprehensive repository of relevant Tactics, Techniques, and Procedures (TTPs) and Lessons Learned. In coordination with the Knowledge Manager, we develop processes and file structure to archive historically relevant materials. Perform limited manual and non-manual work directly related to the contract Statement of Work (SOW). Work remotely when directed due to site closure and/or inclement weather. Work is predominantly intellectual in character and requires the employee to consistently exercise discretion and judgment. Participates in special projects as required.

Requirements

  • Bachelor’s Degree, subject immaterial, or equivalent years of military staff experience.
  • Must have a minimum of ten (10) years military staff experience. If no degree, minimum of 14 years of relevant experience required.
  • Requires Secret clearance.
  • Excellent presentation and communication skills with great attention to detail, the ability to foresee/solve issues, and proactively solve complex problems.
  • Expert knowledge of the Military Decision-Making Process (MDMP).
  • Expertise in the principles, methods, and techniques used in the development and delivery of Army training programs and Joint Event Life Cycle (JELC).
  • Demonstrated proficiency and understanding of mission command systems; knowledge of and experience with emerging mission command technologies.
  • Ability to lead a planning team to create a high fidelity, realistic training event in a Live, Virtual, and Constructive environment.
  • Duties require exercising discretion, independent judgment, and decision-making.
  • Participates in and performs additional duties, special projects, emerging responsibilities as required/directed.
  • Physical labor tasks require the ability to lift/carry 50 pounds and climb ladders to a height of 6 to 12 feet in height to configure network/power cabling.
