About The Position

The Planning Manager performs administrative and supervisory duties in directing current and long-range planning activities within the Department of Planning & Development Services. This role ensures compliance with county regulations, oversees technical planning work, and provides leadership to professional planning staff and technicians. Requirements

  • Bachelor's Degree Urban or Regional Planning, Public Administration, landscape area, or related field
  • 5 years Progressively responsible experience in planning, community development, or a related field
  • 2 years Experience in team management, supervision, or departmental leadership
  • Demonstrated experience coaching staff, resolving personnel matters, and managing internal operations
  • Possess strong writing skills and the ability to articulate ideas clearly and effectively.
  • Can work independently or in a team environment as needed, and coordinates with other County departments as necessary.
  • Must be able to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and apply them to land use applications.
  • Must be qualified to process the most complicated land use cases.
  • Excellent oral communication and interpersonal skills in order to convey ideas and plans, and present research findings to Board of County Commissioners, Planning Commission, various other committees, citizens and other stakeholders.
  • Excellent customer service skills and a desire to go above and beyond to provide solutions to stakeholder, developer, and citizen questions and concerns.
  • Expert knowledge of planning principles and practices, as well as federal, state and local codes, ordinances and regulations.
  • Expert knowledge of one or more planning specializations, such as historic preservation, economic development, transportation planning, or environmental planning
  • Knowledge of computer programs, including Microsoft Office, Internet applications, website development, database management, or GIS.
  • Candidate must pass criminal background check prior to employment start date.
  • Candidate must have a valid Driver’s License and Liability Insurance (Upon Hire Required)
  • Candidate must pass a Motor Vehicle Record (MVR) evaluation and if hired, will be subject to continuous monthly MVR monitoring and random drug screens throughout employment.
  • Pre-employment substance screening is required for this position.
  • This position is subject to a pre-employment drug screening.

Nice To Haves

  • Master's Degree Urban or Regional Planning, Public Administration, landscape area, or related field
  • 3 years Experience in team management, supervision or departmental leadership
  • 3 years Working directly with local government planning and development services
  • Familiarity with Colorado land use statuses, zoning codes, and public process requirements
  • AICP certification

Responsibilities

  • Supervises all personnel within Planning Division.
  • Assigns planning applications to planning personnel.
  • Supervises and reviews the work of planning personnel for accuracy and completeness.
  • Interviews, hires, evaluates, and manages performance of planning personnel.
  • Provides a leadership and mentoring role for planning personnel.
  • Advises, performs, and manages complex and sensitive professional planning projects, cases, research and analysis.
  • Support and guide long-range planning efforts.
  • Assist with land use research as requested.
  • Assists code compliance on actions necessary to correct deficiencies or violations of permit regulations.
  • Follow policies and procedures, the Weld County Code of Conduct and adhere to strict confidentiality guidelines and appropriate release of information outlined in both.
  • Assists the Director and Deputy Director with department budget efforts.
  • Actively supports and upholds the County’s mission and values.
  • Contributes to supporting organizational goals and priorities.
  • Attends conferences and meetings to keep abreast of current trends in the field.
  • Performs related work as required.
