Job Summary: This position is responsible for developing the American Rheinmetall (AR) project and program management processes and procedures and executing project management to include development of resource loaded schedules, performance reporting, management of changes to the program management baseline and reporting of project performance for both internally funded projects and DoD contract projects.

Requirements

  • Ability to manage project costs including forecast and budgets.
  • Experience with DI-MGMT-81861A, the DoD EVMS Interpretation Guide.
  • Knowledge of the implementation of compliant project financial reporting systems.
  • Knowledgeable in Contractor Cost and Software Reporting (CSDR) requirements.
  • Experience with DELTEK suite of Project and Portfolio Management tools.
  • Experience in Material Management and Accounting Systems (MMAS) and Cost Accounting Standards (CAS).
  • Knowledge of ProPricer Software.
  • Bachelor’s Degree or equivalent in Accounting or Business Administration
  • 7 years or more experience in Contract Program Finance reporting
  • Must undergo and meet company standards for background check, employment verification, reference checks and controlled substance testing.

Responsibilities

  • Perform the critical Program Analyst role in the execution of large complex Combat vehicle development.
  • Support the Program Business Manager to create and maintain monthly consolidated dashboard and reports for AR.
  • Conduct detailed analysis of project financials using earned value management techniques. This includes comparing planned and actuals costs, schedule performance, and earned value to assess project performance.
  • Assist the project managers and CAMs in the development of project budgets and forecasts.
  • Establish metrics and performance indicators to measure progress and success.
  • Work closely with scheduling, Program Management, and Cost Account Managers (CAM) to develop resource loaded project plans, quantifiable back-up data, and performance reporting.
  • Support the preparation of Integrated Program Management Report (IPMR) and Contractor Cost and Software Reporting (CSDR).
  • Support PM Team in the establishment of project specific implementation of CLIN to Work Package, WBS to Charge Number, and Integrated Master Schedule (IMS) schema to finance system for program control, monitoring, accounting, invoicing, and reporting.
  • Assist Business Manager with creating and provide CAM Earned Value and Program Finance training classes to ensure all CAM’s are prepared to perform duties.
  • Manage and process Program Management Baseline (PMB) changes through a Baseline Change Process.
  • Support PM by preparing reports to assist in the management of projects.
  • Program analyst should have earned value background, strong analytical skills, attention to detail, and proficiency in financial analysis tools.
  • Possess excellent communication and interpersonal skills to effectively collaborate with cross-functional teams and stakeholders.

  • Ability to travel up to 25% of the time. Occasional travel to Europe may be required.
