This role is an exciting opportunity for a seasoned Planning Analyst to join their team to support their client.

Requirements

  • Public Trust Clearance - Due to federal clearance requirements for this position, only U.S. citizens and permanent residents are eligible. Candidates with visa sponsorship —now or in the future—are not eligible for this clearance.
  • Must live in the Washington, D.C. Metropolitan area to be considered.
  • Strong analytical, research, and problem-solving skills.
  • Ability to review, organize, and interpret financial, regulatory, legislative, and programmatic information.
  • Experience developing clear, accurate, and well-structured reports, summaries, correspondence, and other supporting documentation.
  • Ability to track and manage multiple assignments, records, and deliverables in a deadline-driven environment.
  • Experience supporting data validation, records management, and quality control processes.
  • Ability to identify trends, discrepancies, anomalies, and emerging issues and support development of corrective actions or process improvements.
  • Strong written and verbal communication skills, including the ability to support stakeholder coordination and prepare meeting materials, status updates, and action items.
  • Proficiency in Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.
  • Ability to work effectively with internal team members and Government stakeholders in a collaborative environment.
  • Minimum of 8 years of relevant experience supporting economic, financial, business, compliance, policy, regulatory, or analytical functions.
  • Experience conducting research, analyzing data, maintaining records, and supporting written analytical products.
  • Bachelor's degree with a major in any field that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Nice To Haves

  • Familiarity with Section 508 compliance requirements for documentation and published content is preferred.
  • Experience supporting government, regulatory, or compliance-focused programs is preferred.
  • Experience working with government data, financial compliance data, or revenue-related analysis is preferred.

Responsibilities

  • Identify and track current and prospective state and local jurisdictions that assess and collect aviation fuel taxes, including methods of assessment, collection, and use of aviation fuel tax proceeds.
  • Review and monitor action plans and corrective action plans submitted by taxing jurisdictions related to aviation fuel tax revenue compliance.
  • Draft and track correspondence with jurisdictions regarding compliance status, required corrective actions, and follow-up activities.
  • Maintain correspondence logs and related records to support timely closure of compliance-related communications.
  • Support engagement with jurisdictions by preparing summaries, status updates, action items, and background materials for meetings, webinars, and other stakeholder interactions.
  • Assist in developing standardized policies, procedures, templates, guidance materials, FAQs, and best practices to improve the quality and consistency of jurisdiction submissions.
  • Support development of quarterly and annual summary reports covering aviation fuel tax revenue collection activities, findings, trends, and overall program status.
  • Assist in developing and maintaining submission templates, review methodologies, records, and supporting documentation to ensure information remains accurate, reliable, and available throughout the period of performance.
  • Analyze available information to identify trends, recurring issues, and emerging risks related to aviation fuel tax revenue assessment, collection, and use, including potential legal, regulatory, or legislative changes.
  • Document methods of tax assessment, enabling legislation, collection amounts, and the use or allocation of aviation fuel tax revenues by each taxing jurisdiction.
  • Support development of a knowledge management SharePoint site and related reporting and tracking repositories by recommending content and participating in requirements development activities.
  • Ensure content prepared for publication is Section 508 compliant and suitable for government reporting, repository, and stakeholder communication environments.
  • Use reporting and tracking repositories to organize jurisdictions, action plans, corrective actions, correspondence, deliverables, and compliance status information.
  • Perform validation checks and support standardized data entry protocols to help maintain data integrity within aviation fuel tax program records and databases.
  • Identify, document, and elevate discrepancies or anomalies in reported data and support development of recommendations for corrective action and continuous program improvement.
  • Support preparation of written analyses, briefing materials, reports, presentations, and other program documentation in response to Program Office and government direction, including support for emerging issues and urgent inquiries.
  • Collaborate with internal team members and government stakeholders to support consistent analytical methods, accurate documentation, timely deliverables, and effective coordination across assigned tasks.
  • Assist with other program support duties as needed.
