About The Position

The Human Services Planner/Evaluator will work with the North Carolina State Health Coordinating Council (SHCC) to prepare, maintain, and update selected chapters in the State Medical Facilities Plan (SMFP) for determination of the need for medical facilities, services, and equipment. This involves developing inventories, developing and applying methodologies, and preparing policies and narrative explanations. Job responsibilities include the following: • Research, collect, analyze, and validate statewide utilization and inventory data for assigned chapters • Prepare standardized and custom statistical reports for the SMFP and for committees in their deliberations about the SMFP • Review license renewal documents for accuracy; clean, summarize and interpret licensing data for use in the SMFP • Use databases in MS Access and/or MS Excel to perform or oversee data calculations in need determination methodologies • Provide staff support by assuming lead for one or more SHCC committees

Requirements

  • Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement.
  • Planner Master's degree in public or human service administration or human services programmatic field from an appropriately accredited institution, and three years of human service experience, two of which must have been in human services program planning; or Bachelor’s degree from an appropriately accredited institution, and five years progressive administrative or consultative experience in a human service program, two of which must have been in human service program planning; or an equivalent combination of education and experience.
  • Evaluator Master's degree in the field of psychology, sociology, or social work from an appropriately accredited institution, and three years of experience in research and evaluation, using statistical methodologies in human service programs; or Bachelor’s degree from an appropriately accredited institution, and five years of experience in research, evaluation and statistical application in the human service field; or an equivalent combination of education and experience.

Nice To Haves

  • Working knowledge of healthcare administration and health planning concepts
  • Experience cleaning data, analyzing data, and drawing inferences and conclusions from data analyses to make recommendations to boards or councils
  • Ability to effectively communicate, both orally and in writing, with boards, councils, and the general public
  • Competency in reviewing and conducting data analyses utilizing Microsoft Access or Excel
