About The Position

The position is critical in assisting the Susquehanna Regional Transportation Authority in meeting our mission of mobility. The impact of public transportation runs much deeper than a trip from point A to point B. We are the means for which people have access to experiences that alter their lives in meaningful ways. This leads and performs complex planning activities to include development and implementation of short and long-term service plans for various services including fixed route, demand response, and on-demand and assist in local, state, and federal processes concerning transportation planning as a voice for transit in the community. Work requires applying a wide range of technical and professional planning transit knowledge to new and recurring work activities.

Requirements

  • Bachelor's degree or equivalent in Planning, Public Administration or a related field or an equivalent combination of education and progressively responsible experience in transit operations, planning, or a related field.
  • Good knowledge of Microsoft Office products.
  • Ability to understand forecasting and estimation.
  • Ability to understand transit systems operations and service area.
  • Ability to understand a union contract.
  • Ability to read, write and communicate in English.
  • Excellent analytical skills.
  • Ability to gather and analyze data and understand the nature of the business; how initiatives will impact the strategic plan, financial resources, and human resources.
  • Ability to speak clearly and communicate one-on-one, in small groups and to make presentations; to facilitate meetings, to listen actively, to persuade others to accept recommendations.
  • Ability to be organized and work on multiple projects in a fast paced environment.
  • Ability to maintain confidentiality.

Responsibilities

  • Achieves the Authority's mission by managing the service change process, including run time analysis, schedule building and service modifications.
  • Evaluates demand, revenue, and operating cost of the service.
  • Prepares reports and reviews with Planning Manager.
  • Develops short and long-term service plans to meet public needs, Agency goals, and the Agency budget.
  • Leads the development of various reporting needs utilizing service, operational, and demographic data.
  • Analyzes ridership trends, origin-destination, service equity analysis, on-time performance, schedule health, and other metrics for the purpose of tracking trends and making recommendations for service improvements.
  • Informs the annual service planning preparation process, including forecasting hours, miles, and ridership for all modes based on past performance and future goals and objectives.
  • Assists in the review of site development proposals for transit impacts and requests for new or improved transit amenities.
  • Works with community and transportation stakeholders to assure transit inclusions within the process of site developments, information exchange, and funding allocations and coordinates with private sector improvements to incorporate transit-supportive infrastructure.
  • Reviews requests for adding, removing, relocating, or upgrading transit services.
  • Maintains and reviews ridership database by stop or location to determine distribution of amenities.
  • Manages SRTA Bus Stop Program by coordinating the management of existing assets with SRTA Facilities department as well as future planning efforts for bus stop and amenity optimization.
  • Supports System Operational Integrity through monitoring and maintenance of several systems inclusive of several hardware and software solutions, inclusive, but not limited to project management, destination sign programming, CAD/AVL scheduling data, tablet maintenance, scheduling software, fare structure configuration, and GIS.
  • Develops and coordinates ride-check audit program to monitor, both on-board and video count review, Automatic Passenger Counter (APC) health monitoring, and produces associated reports for local and federal reporting requirements.
  • Analyze organizational data and provides assessments to senior managers.
  • Prepare analyses to help management decide whether implementing the proposed approaches will be feasible based on available data.
  • Supports the integration of SRTA modes with alternative transportation to assist in complete trip planning.
  • Assists in reviewing and updating of Transit Development Plan and Agency strategic planning.
  • Collaborates and communicates with other transit agencies on joint issues.
  • Ensures federal, state, and local compliance by a thorough knowledge of PennDOT and FTA regulations regarding grant proposal application procedures, funding eligibility guidelines and grant management guidelines, compliance and auditing.
  • Contributes to the team by training assigned employees.
  • Preserves historical reference by establishing and maintaining a record-keeping system, documenting procedures and decisions, maintaining required documentation, and ensuring delivery of documents as necessary.
  • Maintains an organized office to ensure continuity of position.
  • Maintains trust, confidence and protects the organization by keeping information confidential and disclosing only on a need to know basis; ensuring high ethical standards for; and upholding the organization's reputation in the community.
  • Ensures communication and positive image of Authority by reviewing critical incidents, exceptions to policy and/or goal achievement with Supervisor.
  • Maintains cooperative relationship with coworkers and management by communicating necessary information, responding to requests, building rapport; and participating in problem solving methods.
  • Contributes to effective communications within the organization by establishing and maintaining effective communication lines with all staff members and general public.
  • Keeps management and staff informed of critical information needed to ensure smooth operations.
  • Maintains professional and technical knowledge by attending educational classes/workshops; reviewing professional publications; establishing personal networks; and participating in relevant professional societies.
  • Contributes to SRTA team effort by performing other assigned duties as needed.
