About The Position

Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties: PLANNER I, II, and III: Assists with budget preparation; monitors and estimates future costs. Conducts Program Development Meetings with sponsors to identify requirements, exchange information and keep informed on the status of projects. Monitors projects during construction phase to properly allocate state and federal grants. Provides general information and support to governmental officials, sponsors, users and the public. Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards. Performs other job responsibilities as assigned. PLANNER II and III: All of the above, plus the following... Arranges and participates in field reviews with Federal Highway Administration personnel in order to foster better understanding of local, state and federal objectives and promote interagency cooperation. Conducts or participates in Regional Planning Meetings. Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state and federal agencies. Develops and implements short and long-range local and statewide plans and projects. Develops funding distribution formula for planning and monitoring the use of funds by Metropolitan Planning Organizations; in a district, may work with the MPO to develop annual work program and long-range plans. Represents the Department at local and state levels. Responsible for functional classification of highways and urban system map development. PLANNER III: All of the above, plus the following... Reviews and prepares correspondence, reports, studies, gives briefings and makes presentations regarding program activities.

Requirements

  • Bachelor's degree in transportation planning, engineering, business admin or related field. Relevant work experience may be substituted for degree on a year per year basis.
  • Planer I: 1 year planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Planer II: 2 years planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Planer III: 3 years planning or research analysis experience. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • PLANNER I: Considerable knowledge of Program/project planning, development, and management methodologies, Budgeting methods and procedures, Applicable contract/grant/funding/project/program processes, policies and procedures, Transportation funding programs. Proficient skill in Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks, Public relations for maintaining effective working relationships with individuals and groups, both internal and external, Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines, Analyzing and organizing business and technical data, Composing correspondence and technical documents, Developing and giving presentations, Using computers, applicable programs, applications, and systems. Some skill in Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
  • PLANNER II: Considerable knowledge of Program/project planning, development, and management methodologies, Budgeting methods and procedures, Applicable contract/grant/funding/project/program processes, policies and procedures, Transportation funding programs, Developing and implementing programs. Proficient skill in Speaking to present images and ideas in a clear, concise, organized, and interesting manner to optimize audience understanding and keep the group focused, Persuasion and negotiation of critical issues, Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks, Public relations for maintaining effective working relationships with individuals and groups, both internal and external, Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines, Analyzing and organizing business and technical data, Composing correspondence and technical documents, Using computers, applicable programs, applications, and systems. Some skill in Facilitating groups using effective communications methods; contributing to and guiding groups in defining objectives, staying on task and reaching consensus; soliciting participation, challenging ideas and summarizing accomplishments and planned actions
  • PLANNER III: Considerable knowledge of Developing and implementing programs, Program/project planning, development, and management methodologies, Budgeting methods and procedures, Legislative process, Urban transportation planning, Applicable contract/grant/funding/project/program processes, policies and procedures, Transportation funding programs.
