About The Position

THE DEPARTMENT OF EMERGENCY & MILITARY AFFAIRS (DEMA), LED BY THE ADJUTANT GENERAL, PROVIDES EMERGENCY MANAGEMENT AND MILITARY CAPABILITIES TO THE CITIZENS OF ARIZONA AND THE NATION. THE EMERGENCY MANAGEMENT DIVISION CONSISTS OF THREE SECTIONS—OPERATIONS, PREPAREDNESS, AND FINANCIAL ADMINISTRATION. EACH SECTION WORKS COLLABORATIVELY ACROSS THE AGENCY AND WITH EXTERNAL PARTNERS TO MANAGE EMERGENCY RESPONSES AND REDUCE THE IMPACTS OF DISASTERS. ADDITIONALLY, DEMA IS THE HEADQUARTERS FOR THE ARIZONA NATIONAL GUARD, THE PRIMARY COMBAT RESERVE OF THE UNITED STATES MILITARY. THE ARIZONA ARMY AND AIR NATIONAL GUARD PROVIDE MILITARY FORCES AND EQUIPMENT TO ACCOMPLISH COMMUNITY, STATE, AND FEDERAL MISSIONS. The Construction and Facilities Management Office (CFMO) is responsible for the planning, construction, maintenance, and eventual disposal of real property for the Arizona Army National Guard (AZARNG). Responsible for assisting with the Real Property Development Plan (RPDP) and Military Construction (MILCON) Programs for AZARNG CFMO. The Planner 3 serves in a supervisory role, coordinating the Real Property Program. Primary duties include assisting with document preparation for the MILCON Program and maintaining databases of record such as Real Property Planning and Analysis System (RPLANS). This position will require in-state travel to conduct site visits at locations off station to gather data, conduct inspections and verify occupancy at facilities. Occasionally out of state travel will be necessary for training. Actively participates in promoting a continuous improvement workplace culture, through the use of teamwork, root cause problem solving, standard operating procedures, and review of performance metrics.

Requirements

  • Knowledge of: • Of general principles and practices of comprehensive, facilities planning, land use, area development planning.
  • Military Construction (MILCON) procedure
  • Practices/procedures and documents involved in the acquisition, disposal, and management of real property.
  • Local planning resources, research, economics, public administration, government organization, and procedures.
  • Database data entry and data maintenance
  • Principles, practices, and laws related to real estate transactions.
  • Basic knowledge and understanding of military unit structure and authorizations.
  • Principles and practices of supervision.

  • Research and analysis of multiple data sources, compiling, and presenting results
  • Effectively communicating verbally and in writing, including communication with individuals at all levels of federal, state, and local governments and the military.

Responsibilities

  • Performs data reviews, prepares corrections, and submits edits to the Army Stationing and Installation Plan (ASIP) and Real Property Planning and Analysis System (RPLANS). Applies planning software and databases in the performance of planning activities and daily activities. Conducts space analysis for customers and updates DEMA scorecards, as necessary. Updates the Range Complex Master Plan and attends Range Complex Master Plan conference.
  • Prepares appropriate Documentation for Military Construction (MILCON), Unspecified Minor Military Construction (UMMC), Critical Unfunded Requirements (CUFR), Energy Resilience & Conservation Investment Program (ERCIP), and Ranges. Assists with developing, reviewing and maintaining the Real Property Development Plan and Construction program. Prepares and/or reviews military construction project data, justifications, and estimates.
  • Supervisory responsibilities include approval of subordinates' time and attendance including request for time off, performance appraisals, disciplinary actions, and recommendations for personnel actions such as hiring and pay changes. As supervisor for Real Property, incumbent will help direct staff to set department priorities and goals. Approves yearly site visit schedules to ensure that all assets are properly audited in the standard 5-year time frame.
  • Researches and analyzes data and develops recommendations, prepares and presents reports. Evaluates factors affecting present and future development and land use. Develops / determines development objectives and coordinates planning proposals. Recommends actions, changes, and develops alternatives to proposed actions regarding the best methods to direct the planning and land use activities in accordance with standard planning methods and practices.
  • Attends site visits with Real Property team to gather data, take pictures and make on-site inspections of facilities. Updates unit information stationed at sites and coordinates with GIS Analyst and Real Property to update databases. Determines space allowances for various units to include National Guard and Army Reserve units within joint facilities.
  • May occasionally accompany Master Planner and/or Director P&P to site-related meetings for the purposes of acquisition, disposal, or inspection. Conducts review of proposed locations to ascertain the most suitable assets for divestiture in support of the construction of new facilities. Develops objectives and coordinates planning proposals, may attend meetings and negotiations with county officials, landowners, and developers.
