Capital Programs Planner 3, District 12 Capital Programs, Garfield Hts., Cuyahoga County, PN 20057200 What You Will Do: The ODOT District 12 Capital Programs Department, which includes the Planning, Design, and Construction sections, has a position available that requires the expertise of a planner. If you are a highly motivated individual that values challenging work and a good work/home life balance, consider how you can contribute in the following area at District 12: Planner 3 Act as the district Metropolitan Planning Organization (MPO) liaison which includes\: Process projects and project phases for inclusion into the Transportation Improvement Program (TIP); submit TIP Amendment requests to the MPO for projects that have changes in scope, schedule and Budget; provide review and coordination for projects for inclusion in the State Transportation Improvement Program (STIP); participate in meetings as alternate member to NOACA Councils; process Transportation for Livable Communities Initiative (TLCI) agreements and invoices; and participate in TLCI project meetings. Program coordination includes prepare and submit federal authorization and encumbrance requests for projects using federal funding, process task orders, funding events and encumbrance requests. Provide technical assistance and guidance to local government agencies with local funding programs such as Safe Routes to School, Municipal Bridge Program; Transportation Alternatives Programs; Metro Park Program as well as other funding programs. Assist with public involvement/local outreach in the planning phases of transportation infrastructure projects (e.g. bridge, roadway, safety, active transportation).. Prepare and process funding agreements, legislation and project invoices. Assist in project programming and Ellis database updates. Produce maps in ArcGIS/ArcGIS Pro and other applications (e.g. ESRI products, Collector applications, ArcGIS online) Participate in project development, planning studies and project scoping as well as other planning department functions. Who we are looking for: The State is seeking someone with knowledge about the transportation system and/or an urban planning background who is conscientious, well organized, self-directed, detail oriented and an adaptable problem solver. We have a need for someone with the talent for organizing data and presenting it in a way that is easy to understand and helps in decision making. The candidate should have knowledge in Geographic Information Systems (GIS) applications and a general knowledge of urban planning and engineering principles. Proficiency in interpreting plans is preferred. Strong communication skills are essential for interacting and building relationships with various stakeholders and multiple departments.
