About The Position

This position serves as the Manager of Pipeline Safety within the Asset Integrity organization, responsible for managing a team that provides technical and regulatory support to ensure the safe and compliant operation of Boardwalk Pipelines’ assets. The team supports both new and existing facilities and ensures alignment with applicable pipeline safety regulations, including 49 CFR Parts 192 and 195. The Manager leads engineering evaluations, compliance assessments, failure investigations, and documentation reviews across Boardwalk Pipelines’ assets. This includes oversight of pressure testing programs, MAOP/MOP confirmation, anomaly assessments from in-line inspection data, repair method selection, and regulatory reporting. The role collaborates with internal teams committed to integrity assurance, driving continuous improvement in asset reliability and risk mitigation. The position also provides technical guidance and regulatory oversight during the design phase of both brownfield modifications and greenfield expansion projects. This includes participation in design reviews, integrity-related studies, and verification that new facilities meet applicable pipeline safety regulations prior to commissioning.

Requirements

  • Strong working knowledge of 49 CFR Parts 191, 192, and 195.
  • Experience leading engineering analyses and regulatory evaluations related to pipeline pressure, documentation, and materials validation.
  • Demonstrated ability to conduct or support failure investigations and root cause analysis in compliance with federal regulations.
  • Excellent verbal and written communication skills, with the ability to document technical findings clearly and concisely.
  • Strong organizational skills and attention to detail, particularly with regulatory documentation and audit readiness.
  • Ability to collaborate across internal teams involved in pipeline engineering, operations, integrity, and compliance.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint).
  • Ability to travel up to 15% to support activities such as field investigations, audits, or project reviews.

Nice To Haves

  • 5+ years’ experience in Pipeline Safety or Pipeline Integrity.
  • Background in the natural gas or hazardous liquid pipeline industry, with emphasis in integrity management or PHMSA compliance.
  • Familiarity with PHMSA inspections, incident reporting, and special permit processes.
  • Experience supporting or leading RCAs related to pipeline anomalies, failures, or loss of containment events.
  • Educational or professional background in metallurgy, materials science, or mechanical integrity.
  • Knowledge of PSMS principles (API RP 1173) and pipeline risk evaluation methodologies.

Responsibilities

  • Leading pressure testing calculations and reviews per 49 CFR §192 Subpart J and §195 Subpart E.
  • Developing and submitting Special Permit applications related to class location changes, retroactive variances, and other regulatory exceptions.
  • Performing MAOP (192) and MOP (195) confirmation studies, including review of traceable, verifiable, and complete (TVC) documentation.
  • Conducting uprating studies, odorization evaluations, and overpressure protection assessments per regulation.
  • Auditing engineering and compliance documentation for accuracy and regulatory adherence.
  • Investigating pipeline anomalies and failures and coordinating with field operations and engineering to conduct RCAs in accordance with 49 CFR §192.617.
  • Collaborating with internal Engineering, Operations, and documentation teams to support Asset Integrity and regulatory compliance.
  • Leading the selection of appropriate repair methods and applicable engineering calculations.
  • Serve as a key representative of the company during PHMSA and State agency audits, supporting regulatory compliance.
