About The Position

The contractor must have the ability to work with an inmate population from a variety of cultural, regional, racial and ethnic backgrounds. The contractor shall be responsible for, but is not limited to: SCHEDULE OF PERFORMANCE SECTION 2.2 – STATEMENT OF WORK Subject The Federal Bureau of Prisons (FBOP), Field Acquisition Office (FAO) intends to establish a Blanket Purchase Agreement for the provision of two (2) general physicians’ coverage and services for inmates at Bureau of Prison (BOP) facilities within the Mid-Atlantic Region (MXR) by means of tele-medicine and/or on-site visits when needed. Additional information regarding the Federal Bureau of Prisons and its facilities is located at www.bop.gov. Place of Performance Tele-medicine services will be provided from within any BOP facility to facilities within the Mid-Atlantic Region. On-site services will be performed in the Health Services Department of any Bureau of Prisons facility within the Mid- Atlantic Region as the need arises. Scheduling of inmates for on-site clinics shall be performed by the institution. Frequency of services shall be rendered as patient needs dictate. Due to the nature of the correctional setting, delays in performance of work may be expected. Such delays may include but are not limited to inclement weather, electrical or mechanical problems, or other security matters. Every effort will be made to notify the contractor in advance of such delays. The contractor shall not supervise inmates or BOP staff, participate in inmate accountability, purchase supplies or equipment, sign for or pick up supplies or equipment, formulate policies or procedures, attend meetings, staff recalls, or staff functions. Supplies All clinic supplies that the contractor may routinely need will be provided by the institution. These supplies will normally include any materials needed to perform the services covered under the resultant BPA. Equipment to perform tele-medicine will be provided by the Bureau of Prisons. Scope of Work The contractor shall provide medical care on a non-discriminatory basis. Specific duties may involve all aspects of health care delivery and will work in concert with both institution staff and consultant specialists in various clinical areas. Performs all duties in accordance with current accepted medical practices and procedures. Review and co-sign laboratory and radiology results, consultation reports, and clinical encounters. The contractor shall provide tele-health clinical encounters for sick-call, chronic care and consultations. Performs complete physical examinations. Collects comprehensive medical and social history to include a review of all body systems. Performs physical assessment in correlation with historical findings, records preliminary objective findings. Examines and orders appropriate diagnostic testing and provides necessary treatment and/or medications as required. Refers selected cases to consultant specialists when necessary. Refers inmates requiring hospitalization to a community hospital and to an appropriate admitting physician. Additionally, the clinician may see inmate patients who are in locked status, in their designated housing area or housed in segregation units. Conducts examinations of personnel as required for appointment. Approves or disapproves examinations in such cases from a medical viewpoint and in accordance with current established medical standards for employees. Administers or directs administration of both curative and preventative inoculations. Prescribes medications, treatments, and fully utilizes health services for treatment, rehabilitative, and diagnostic modalities. Physician will assist with CPR, utilize AED, and other basic first aid skills within the scope of their practice during emergencies until the arrival of EMS crew. Ensures that proper evaluations and treatments are carried out and documented. Incumbent shall constantly monitor and evaluate the quality of patient care, providing data to the institution Quality Assurance Committee, and other agencies or committees as required. Qualifications The contractor shall provide institution with a physician who possesses a current and valid medical license to practice medicine in any state. The contractor providing services under this BPA award must have graduated from an American Medical Association approved school of medicine with a doctor’s degree in medicine. The contractor must provide proof that their candidate meets all qualifications. The contractor must submit a resume, photocopies of documents evidencing education, license, certifications and training. Failure to submit evidentiary documentation of education, qualifications, and certifications, or the name of a qualified candidate who will perform these services may result in elimination from consideration for award. Each individual performing these services must be able to pass a drug screening and law enforcement agency background check. Special Conditions In accordance with the Federal Bureau of Prisons Acquisition Policy, Part 37.103(c), the following provisions are applicable to the work being performed under this contract. The service is a contractual arrangement and not a personnel appointment; Payment shall be based on the provision of and an end result or the accomplishment of a specific result; the service does not constitute an employer/employee relationship; and Pursuant to Federal Acquisition Regulation, Subpart 37.401(b), the government may evaluate the quality of professional and administrative services provided, but retains no control over the medical, professional aspects of services rendered. Therefore, The contractor will not be subject to Government Supervision, except for security related matters; however, the contractor performance shall be assessed for BPA compliance by the Contracting Officer Representative (COR). Contractor shall immediately inform the COR in writing of any adverse action taken by any State regulatory body involving certification. This includes, but is not limited to, suspensions, revocations, and restrictions on practice or prescribing and reprimands. Restrictions The Contractor shall not: Supervise inmates Supervise Bureau of risons Staff Participate in inmate accountability Requisition, sign for, or pick up supplies Formulate policy or procedures Attend recalls or staff functions Institution Security The contractor/BPA employees shall agree to all regulations prescribed by the institution for the safety, custody, and conduct of inmates. The BPA employee will be required to operate a system of records as identified for medical treatment documentation and will require adherence to the Privacy Act of 1974. The BPA employee will be required to sign in and out of the institution for accountability purposes. A badge will be issued and worn at all times for proper identification. End of Statement of Work
