Position Summary Under the direction of the Vice President of Emergency Management, Physical Security & Special Projects, the Physical Security Manager is responsible for planning, organizing, and implementing physical security programs that protect corporate assets, critical infrastructure, and company facilities. The role oversees physical security systems and technology, supports emergency preparedness efforts, and ensures coordination with Operations, Legal, Facilities, Human Resources, IT, and Cybersecurity teams. This position manages security-related administrative systems, policies, and programs across all San Jose Water Company facilities. The Manager acts as a primary liaison with federal, state, and local law enforcement; emergency management agencies; and contracted security providers. During Emergency Operations Center (EOC) activations, the Manager serves as the Security Unit Leader.

Requirements

  • Technical & Operational Expertise
  • Strong understanding of PACS, VMS, and intrusion detection systems.
  • Ability to assess risks and develop mitigation strategies.
  • Vendor evaluation and technology integration skills.
  • Emergency Preparedness & Response
  • Experience developing and executing emergency response and business continuity plans.
  • Communication & Leadership
  • Strong communication skills for technical and non-technical audiences.
  • Ability to brief Executive Leadership and align strategies with organizational goals.
  • Bachelor’s degree in Business, Criminal Justice, or related field (or equivalent experience).
  • 10+ years of progressive experience in physical security, including 5+ years in a supervisory or leadership role.

Nice To Haves

  • CPP certification preferred.
  • Demonstrated success achieving security goals with minimal supervision.

Responsibilities

  • Security Program Leadership & Development
  • Develop and maintain cross-functional security programs and policies that can be implemented company-wide.
  • Lead the creation and implementation of operational security programs, including patrol operations, security audits, surveys, and investigations.
  • Prepare security analyses, incident reports, and after-action reviews.
  • Law Enforcement & Agency Coordination
  • Maintain relationships with external agencies including FBI, DHS, County Sheriff, emergency management, and local public safety departments.
  • Security System Administration
  • Oversee administration of physical access control, video management, and intrusion detection systems.
  • Ensure systems are properly maintained, integrated, and aligned with organizational needs.
  • Vendor & Contractor Management
  • Manage security and emergency contractors including performance monitoring and contract compliance.
  • Coordinate security logistics for special events.
  • Incident Response & Emergency Management
  • Manage incident response programs and patrol activity.
  • Support crisis response and emergency operations plans.
  • Serve as Security Unit Leader during EOC activation.
  • Budget & Planning
  • Develop and manage the physical security business plan and budget.
  • Other Duties
  • Perform other related responsibilities as assigned.
