The Personnel Security Analyst, III is the most senior analyst role in Security & Classified Operations Personnel Security. This position may be responsible for the oversight of more junior staff in the Personnel Security Unit. This position also independently performs advanced to highly complex Personnel Security requests for Sensitive Compartmented Information access and special program access administration activities, including business justifications, contract requirements and National Interest Determination justifications. This position submits and coordinates actions with the National Background Investigation Bureau vetting office to bring investigations to closure to reduce processing timelines. Additionally, this position provides contractual clearance and special access expertise in vetting of clearances and access administration and is responsible for difficult cases with the utmost respect and privacy. Assignments at this level require the use of independent judgment and initiative to advise managers on hiring decisions based on a candidate’s ability to obtain a required clearance or access. This position may also provide training, mentoring and direction over less experienced Personnel Security Analysts and other stakeholders within RAND.
