The County of Yolo is recruiting to fill one (1) regular, full-time position in the class of Personnel Assistant at the Human Resources Office within the Health and Human Services Agency (HHSA). Successful candidates will be placed on an eligible list that will be utilized to fill this vacancy as well as future positions as they become available. The Position The candidate selected for this role will frequently perform tasks that support new employee selection and onboarding, payroll, benefits education, various report audits and tracking, leaves administration, workers compensation, interpreting of a variety of bargaining MOU's and Personnel Rules and Regulations, and processing a variety of transactions such as evaluations/merit step increases, promotions, demotions, and separations.   • Plans and participates in recruitment and selection processes; prepares job announcements and advertising materials; places media and internet ads; screens applications for minimum qualifications
  • Maintains the applicant tracking system; prepares and maintains eligible lists and certifications to departments; prepares correspondence and responds to questions from applicants and the general public
  • Assists in the preparation and administration of exams; arranges for oral interview panels; prepares oral panel packets; schedules candidates for testing and interview processes
  • Responds orally and in writing to routine inquiries from candidates, general public and county employees related to job opportunities, employment procedures, benefits information, and rules and regulations; refers more complex questions to professional staff
  • Prepares regular and periodic reports relating to personnel activities; assists in the compilation of various personnel statistics and data
  • Performs technical and paraprofessional functions associated with a variety of personnel programs including worker's compensation, safety, risk management, pre-employment medical examinations, random drug and alcohol screening, etc.
  • Maintains confidential personnel records
  • Assists in writing new class specifications and revising existing class specifications
  • Assists with conducting salary and other relevant surveys; responds to survey requests submitted by other agencies
  • Reviews, monitors, prepares and processes countywide personnel transactions involving new hires, promotions, demotions, transfers, terminations, specialty pays and other transactions; ensures compliance with personnel rules, memoranda of understanding and benefits provider plan agreements
  • Acts as liaison between employees, insurance carriers or retirement system to solve problems and answer questions; refers employees to the proper source for information when necessary
  • Participates in the development, maintenance and upgrades to Human Resources Information Systems.
  • Completion of sixty (60) semester units or ninety (90) quarter units from an accredited college or university
  • At least one (1) year of increasingly responsible full-time clerical work experience involving personnel, risk management/safety, employee benefits or other related function
  • Knowledge of: general principles and practices of personnel record keeping and transactions; general terminology used in public personnel work; general office practices and procedures; English grammar and usage including spelling and punctuation; county government organization and services; basic statistical methods and procedures; payroll and position control practices, procedures and methods; automated personnel systems; computers and computer applications including word processing, databases and spreadsheets.
  • Ability to: learn specific personnel programs, procedures and policies; read, understand, apply and explain personnel rules, regulations and procedures; exercise sound independent judgment and maintain confidentiality within established guidelines; research, review and compile information; communicate effectively, both orally and in writing; utilize statistical methods in practical applications; prepare clear and concise reports; meet and work effectively with members of the public and co-workers; work cooperatively with those contacted in the course of work; effectively represent the County to job applicants and the general public; operate modern office machines, including computers, computer applications and software.
