Responsibilities include, but are not limited to, discovering, valuation/assessment and appeals of all personal property with a taxable status in Tooele County, as well as the collection of such tax on behalf of the County and all taxing entities within the County. Duties in this area will be conducted in accordance with the provisions directed by Utah law, Utah State Tax Commission Rule, and applicable Tooele County practices and policies. Performs customer service duties by answering questions and assists in completing appropriate forms. Will be cross trained in processing and maintaining Farmland Assessment Act documentation and program compliance. May assist to collect data, perform inspections and appraisals of real property in Tooele County. Works under the direct supervision of the Personal Property Administrator, Real Property Administrator, or the County Assessor. Follow policies and procedures implemented pursuant to Utah law, Utah State Tax Commission rule, and office policy. Follow security measures to ensure the integrity of the personal property files and the updating of such files. Assist in the mailing of all personal property notices. Assist in the audit requests for business accounts. Assist the Personal Property Director in meetings with stakeholders to resolve disputes concerning personal property tax assessments and collections. Assist the Personal Property Director in the Assessor's office in personal property assessment appeals. Learn and follow pending and/or enacted legislation related to personal property assessment. In cooperation with the County Clerk/Auditor, review all applications for tax exemption for personal property. Assist the Personal Property Division Administrator in the Assessor's office in personal property processes as follows: Ensure the personal property division cash collection accounting process is in compliance with County cash handling policies and generally accepted accounting principles. Account for and certify all personal property tax receipts are properly accepted, receipted and deposited with the County Treasurer. Perform other duties as assigned. As directed by the Personal Property Division Administrator, assists with determining eligibility for Farmland Assessment Act to receive the exemption, assists applicants with the process of applications, recertifications, verity information presented as documentation, documents status, audits properties for compliance, prepares accounting and calculation documents for valuation and/or exemption removal, prepares information for appeals, uses several different county systems and software consistently. As directed by the Personal Property Division Administrator, discovers, inspects and assists in appraising real property to estimate the fair market value for ad valorem purposes. Collects factual data from a variety of sources as required. Verifies or corrects county appraisal records via physical and/or aerial photography inspections. Processes a variety of appraisal forms; assists in preparing appraisal reports; compiles simple tabulated data and makes mathematical computations. May assist to validate sales quarterly paying close attention to land guides and where adjustments need to be made to effective age and quality to ensure compliance with State Tax Commission audits. Performs customer service duties by answering questions and assists in completing appropriate forms. Understands and complies with all USPAP standards and Utah laws regarding ad valorem real property. Performs other duties as assigned.
