MassHealth, the Commonwealth of Massachusetts’ Medicaid Program, through its Office of Long-Term Services and Supports (OLTSS), provides a robust system of supports for members of all ages who need services to enable them to live with independence and dignity in their daily lives, participate in their communities, and increase their overall quality of life. This system of supports includes Home and Community-Based Services (HCBS) and Facility-Based Services, and is provided through the LTSS fee-for-service program, an HCBS waiver program, or integrated care plans that contract with the Commonwealth. Services from Personal Care Attendants (PCAs), who provide assistance with personal needs such as bathing, grooming, and mobility, are among the covered HCBS services. PCA services are provided through a consumer-directed program, in which the MassHealth member or their surrogate employs the PCAs that provide their care and is responsible for recruiting, hiring, training, firing, and supervising them. Consumers select a personal care management (PCM) agency that evaluates a consumer’s need for PCA services, develops a PCA service agreement, and provides intake/orientation and skills training to the member or his or her surrogate regarding employer responsibilities.
