This is an hourly, non-exempt position. Pay rates are based on education, skill, experience level and internal equity. Internal equity considerations include an assessment of the applicant's salary history and qualifications in comparison to the market rate and requirements for the job. Position Summary Incumbents are responsible and held accountable for conducting complex criminal record checks through Division of Criminal Information (DCI) and the National Instant Criminal Background (NICS) and multiple other databases on all Concealed Handgun Permit (CHP) applications. Also responsible for reading and interpreting mental health records to look for any federal and state disqualifiers. Applications are approved or denied per N.C. General Statute and Federal law. Staff also maintains the Sex Offender Registration as mandated by NC General Statute. Provides all non-criminal fingerprinting services for various reasons for the citizens of Mecklenburg County and surrounding counties.

Requirements

  • Experience: Minimum of two years of experience in basic clerical, customer service, and computer/typing.
  • Education: High School Diploma or equivalent; including up to one year of specialized or technical training beyond high school.
  • Licenses and Certifications: DCI (Department of Criminal Investigations certification must be obtained within 6 months of hire), Notary Public License (Must be obtained within 6 months of hire)

Responsibilities

  • Concealed Handgun Permits: Follows the requirements of the N.C. General Statute and Federal law to make the determination to approve or deny a permit. Staff runs all the necessary background checks through DCI, NICS and other various databases to check for disqualifiers to issue or deny an application. This also includes a review and interpretation of any mental health records that the applicant may have to ensure adherence to all legal mandates; notarize all required paperwork while the applicant is in the office.
  • Sex Offender Registration: Responsible for running all required background checks to determine if an individual is required to register in accordance with the NC General Statute. Upon registration staff must ensure that all required paperwork has been completed and reviewed with the offender. Ensure offender understands the requirements. Ensure photos and fingerprints are taken in accordance with N.C. General Statute. Staff must ensure offender’s address follows the NC General Statute. Testify in court when needed on violation charges.
  • Customer Service: Provide customer service to Mecklenburg County citizens who are applying fora Concealed Handgun Permit or those requesting non-criminal fingerprint services. Assist customers in person by helping fill out an application in the lobby if customer needs assistance.
  • Fingerprints: Responsible for all non-criminal fingerprinting such as Concealed Handgun Permit, various employment, childcare, adoption, foster care, etc. Determine the customer’s need for fingerprinting whether electronic submission, fingerprint cards or ink fingerprinting is needed. Ensure electronic fingerprints are uploaded to the State Bureau of Investigations (SBI) and reconcile daily to ensure all prints are submitted. This post requires you to be on your feet 8-hours a day during a weekly assignment to this post.
  • Cashier: Process all payments for Concealed Handgun Permits, and fingerprint services. Prepare a daily deposit at the end of the day to ensure all money taken is accurate. Compile all required documentation so the deposit can be verified for accuracy.
  • Phones: Answer all phone calls and ensure all voicemails are returned in a timely manner, assist customers with any questions they may have.
