About The Position

Under direct supervision, receive and review plans and applications; perform a wide variety of technical and clerical duties involved in the initial review of permit applications; process building plans and specifications for routine review; provide services to the public by staffing the front counter to provide basic information and cashiering services; assist the public in the application process for permits and other developmental processes; issue building permits; and perform related work as required. The Permit Technician I is the entry and first working level of the Permit Technician classification series. The Permit Technician I initially performs developmental assignments addressing the processing of permit applications and department policies and procedures. Assignments are generally limited in scope and within the design and procedural framework established by higher-level employees. Generally, work is reviewed during both performance and upon completion; however, as experience is acquired, the incumbent performs with increasing independence. Incumbents are expected to refer most variations in work to a supervisor for instructions.

Requirements

  • Possession of a valid California Driver's License and a good driving record.
  • Within eleven (11) months of employment must obtain certification from the International Code Council (ICC) as a Permit Technician.
  • High school diploma or equivalent.
  • A minimum of one (1) year of increasing responsibility in administrative or technical work experience that involves extensive public contact; preferably with community development.
  • Knowledge of: Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; Computerized record keeping methods; Proper English usage, spelling, grammar, and punctuation; Basic math; Filing systems and procedures; Appropriate safety precautions and procedures; Principles of customer service methods and techniques.
  • Ability to: Basic ability to read and understand design blueprints and specifications; Effectively meet and interact with developers, contractors, the public, and employees; Use and operate telephone systems, personal computer, related software, and peripheral equipment; Operate a calculator efficiently and accurately; Maintain accurate records; Maintain up to date logs, records, and files; Use checklists; Read, understand, interpret, and apply applicable laws and codes; Understand and carry out oral and written instructions; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with those contacted in the course of work; Operate a vehicle observing legal and defensive driving practices.

Nice To Haves

  • Completion of twelve (12) semester units of accredited college-level coursework in administrative or clerical coursework or a closely related field.

Responsibilities

  • Receive, review, and assist in completion of permit applications and associated site plans
  • Respond to inquiries and provide technical assistance to applicants and the public regarding permit, plan, and fee requirements consistent with applicable laws, codes, or ordinances
  • Cashier, calculate fees, generate and issue permits and prepare associated correspondence
  • Issue over the counter permits
  • Train in plan review for code compliance with municipal, zoning, and Title 24 California codes on patios, decks, garages, signs, solar panels, block wall, and other small projects as assigned
  • Maintain records of permit activity
  • Perform related work as required.
