About The Position

The Performance & Provider Training Specialist (Operations & Policy Analyst 2) position at the Oregon Department of Human Services involves evaluating organizational systems for effectiveness and planning improvements to support Department managers and the Youth Experiencing Homelessness Program (YEHP). The role includes conducting program analysis, system improvements, data quality training, legislative and policy analysis, and project management. The specialist will deliver technical assistance and training to local providers, ensuring consistent data entry practices and supporting providers in meeting reporting standards. The position also involves intermediate-level data evaluation using large-scale data sources and program-specific reporting mechanisms to improve program outcomes for youth experiencing homelessness. Collaboration with various stakeholders is essential to enhance data collection and reporting standards across Oregon. The position also manages project steps, monitors project budgets, schedules, and performance, and administers project contracts and agreements. Responsibilities include monitoring contractor and grantee services, verifying program service quality, and recommending changes to projects as needed. The role requires program monitoring and analysis of contracts, grants, and interagency agreements to inform agency leadership decision-making.

Requirements

  • Five years of professional-level evaluative, analytical, and planning work experience.
  • Education in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science, or health, human, or social services.
  • An associate degree in any of the listed areas substitutes for 18 months of experience.
  • A bachelor's degree in any of the listed areas substitutes for three years of experience.
  • A master’s degree in any of the listed areas substitutes for four years of experience.
  • A Doctorate degree in any of the listed areas substitutes for five years of experience.

Nice To Haves

  • Experience with the Homelessness Management Information System (HMIS).
  • Experience with youth homelessness programming needs in Oregon.
