About The Position

The Performance Manager will develop and manage a performance management program within the City of Hartford government, working closely with senior leadership to define the organization's vision, mission, and values. This role focuses on establishing key performance indicators (KPIs) to measure and evaluate strategic and operational goals, fostering a culture of collaboration and trust within the organization. The incumbent will utilize data to assess performance, identify improvement opportunities, and enhance service delivery to residents.

Requirements

  • Bachelor's degree in organizational development, business administration, economics, public administration, or a related field.
  • At least three years of experience in a large government agency or organization with responsibilities in strategic planning or program evaluation.
  • Excellent strategic outlook and planning abilities.
  • Advanced knowledge of Microsoft Excel, PowerPoint, and other MS Office applications.

  • Master's degree or one year of management level experience preferred.

Responsibilities

  • Develop and manage a performance management program for the City of Hartford.
  • Work with senior leadership to define the organization's vision, mission, and values.
  • Establish and maintain key performance indicators (KPIs) to measure strategic and operational goals.
  • Balance quantitative and qualitative metrics to assess KPIs effectively.
  • Create a culture of collaboration, teamwork, and trust within the organization.
  • Provide guidance, training, and coaching to City departments on defining and tracking KPIs.
  • Manage day-to-day activities of the performance management program.
  • Create and update performance management policies and procedures.
  • Advise and brief senior leadership on performance management status and challenges.
  • Coordinate with department directors to enhance performance management practices.
  • Lead an interdepartmental performance workgroup and facilitate meetings.
  • Research national best practices in performance management and identify opportunities for pilot projects.
  • Develop a performance management program for the Capital Improvement Program.
