This position provides analytical, technical, and project support and development to help County agencies improve business processes, service delivery, and outcomes using data-informed and evidence-based practices. The Analyst focuses on execution, coordination, analysis, and implementation of performance and process improvement initiatives.

Requirements

  • Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Public Policy, Statistics, Economics, Human Psychology, Project Management, or other closely related field, plus four (4) years of related experience; OR an equivalent combination of related education and experience.
  • Due to the nature of this position, the successful applicant must pass a required background check through fingerprinting and enrollment in the continuous RAP Back (Record of Arrest and Prosecution Back) program in accordance with current County Human Resources policy requirements.
  • Knowledge of: Business process improvement principles and practices (e.g., LEAN, Six Sigma, A3, Design Thinking, etc.)
  • Human-Centered Design and/or Human Factors practices
  • Quantiative, qualitative, and statistical analysis
  • Data privacy principles, data quality considerations, and responsible data use
  • Data visualization and mapping tools
  • SWOT analysis and SMART criteria
  • Project management methodologies
  • Developing and analyzing inputs, outputs, and outcomes when evaluating programs, projects, and policy
  • Skills and Abilities to: Inspire innovation and continuous business process improvement across the County’s organization and strategically counteract resistance to change and innovation
  • Communicate performance management vision and process improvement techniques to various audiences; convey results in concise, non-technical language
  • Document processes, decisions, and lessons learned that support institutional knowledge and promote long-term adoption
  • Think logically and systematically to solve complex problems
  • Analyze business and technical processes and determine ways of making them more efficient
  • Collaborate and work within a large organization or a local government
  • Deliver presentations or trainings using accepted methods and techniques
  • Work under pressure and meet tight deadlines

Responsibilities

  • Supports Countywide process improvement and innovation initiatives, applying structured methodologies to improve service delivery, operational efficiency, and customer experience.
  • Partners with County agency leadership and staff to define outcomes, indicators, baselines, and performance measures, and establish methods for tracking and reporting progress.
  • Assists with program evaluation by developing logic models, performance frameworks, and evaluation plans.
  • Analyzes and maps business processes, workflows, and service journeys to identify root causes of inefficiency and opportunities for redesign.
  • Applies design thinking and human-centered design methods (e.g., user research, journey mapping, facilitation, prototyping) to define problems and co-create solutions with internal and external stakeholders.
  • Designs, supports, and evaluates pilot projects and tests of new processes, tools, or service delivery approaches, incorporating learning into scalable solutions.
  • Facilitates and supports process improvement workshops, innovation labs, design sessions, and cross-functional stakeholder meetings.
  • Develops non-technical tools and artifacts (e.g., process documentation, implementation guides, high-level dashboards or scorecards) to support adoption and sustainability of new processes.
  • Develops standard operating procedures, templates, and guidance materials to operationalize redesigned processes and support consistent implementation.
  • Supports project planning and coordination for improvement initiatives to include task tracking, timelines, deliverables, and status updates.
  • Prepares clear, concise communications and documentation that translate analytical and technical concepts into accessible language for diverse audiences.
  • Researches emerging service design, innovation, and process improvement practices and promotes organizational learning by documenting lessons learned and sharing best practices across County government.
