Provide leadership, guidance and support for federal aid and state aid local administration programs statewide to include delivering portfolio of local projects, coordination of local and state agreement development process, policy development and implementation and management of local programs portfolio performance. Supervise staff providing analysis and support for assigned program area by planning, developing, monitoring and evaluating complex projects and programs. How you will contribute: Lead Locality Sustained Performance Program: Provide leadership and direction in the management of the Locality Sustained Performance Program (LSPP). Establish and regularly update policies and procedures regarding the LSPP. Provide leadership in developing and tracking annual program calendar and communications for the program, including coordination with District staff on the development and implementation of Project Development Improvement Programs (PDIP). Locally Administered Projects: Lead and maintain project and program past performance reporting. Coordinate with the team of individuals developing and tracking locality and state agreements for project administration throughout the state. Collaborate with districts on monitoring and measuring performance of the delivery of local program of projects. Portfolio Performance Management and Delivery: Provide leadership and direction in the management and oversight of the Locally Administered Portfolio Performance Metrics Program. Serve as project manager for VDOT's initiatives related to locally administered portfolio performance and delivery. Lead the development and design of data analyses, performance measures and business intelligence reports across functional lines. Staff leadership : Staff leadership and other duties as assigned.
