The PEPFAR Transition Advisor supports both U.S. and Rwandan government agencies in managing the drawdown of the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) programs in Rwanda and the transition of PEPFAR-supported activities to local ownership, in accordance with U.S. government Executive Orders and directives. The Advisor leads coordination and provides technical oversight for the development and implementation of the PEPFAR transition plan. The Advisor engages local stakeholders, including government officials, multilateral institutions, non-governmental organizations, and the private sector to create a timely, well-managed PEPFAR transition plan that, to the extent possible, safeguards advancements made under PEPFAR. The Advisor oversees all planning, technical, and administrative aspects of PEPFAR transition plan implementation, closely monitors progress, and delivers regular, data-based reports to stakeholders. The role requires strong verbal and written communication skills, expertise in project management, and strategic leadership in guiding complex, high-value U.S. government interagency and multi-partner programs and activities.
