People Technology Program Manager The People Technology Program Manager plays a vital role in leading people technology projects within the People, Performance & Development (PPD) section, ensuring that the Airport’s human resources systems are configured, optimized, and strategically aligned with business needs. The People Technology Program Manager provides oversight of system design, development, administration, and security; leads technology evaluations and implementations; directs project teams and vendors; partners closely with SFO ITT staff; and ensures compliance with City standards, policies, and best practices.   • Supervise and mentor staff, ensuring adherence to policies, quality standards, and professional development goals.
  • Provide guidance on system configurations, dashboards, workflows, and application enhancements.
  • Oversee the intake, prioritization, and assignment of requests for system improvements, integrations, and user support.
  • Serve as the project leader for large-scale people technology initiatives, including system upgrades, enterprise integrations, and platform governance.
  • Prepare project plans, budgets, proposals, and technical specifications; ensure projects are delivered on time and within scope.
  • Manage vendor relationships, contracts, and service quality.
  • Perform and oversee needs assessments, feasibility studies, cost-benefit analyses, and solution design.
  • Lead configuration, testing, implementation, and post-implementation support for people technology solutions.
  • Partner with SFO ITT staff to troubleshoot and resolve complex backend architecture issues (e.g., authentication failures, broken integrations, SQL Server maintenance).
  • Ensure compliance with City standards, platform governance rules, and security policies.
  • Translate workforce data into compelling insights that inform HR strategy, operational efficiency, and leadership decisions.
  • Manipulate and manage large, complex databases and spreadsheets, ensuring accuracy and integrity of human capital metrics.
  • Design and deliver dashboards, scorecards, and workforce reports that highlight trends, risks, and opportunities for workforce optimization.
  • Present findings in clear, accessible language for diverse audiences, from executives to frontline leaders, enabling data-driven workforce planning.
  • Provide expert oversight of applications built on Microsoft Power Platform (Power Apps, Power Automate, Power BI, SharePoint, MS Access) and integrations with systems such as DocuSign, Cornerstone, and external APIs.
  • Approve and direct the development of new dashboards, enhancements, and workflows, ensuring that reports support data-driven decision-making.
  • Review and validate data flows, system integrity, and reporting capabilities.
  • Maintain long-term strategies for platform stability, scalability, and user adoption.
  • Define and map role-based access controls and permissions for PPD people technology systems while partnering with SFO ITT to manage and update as roles and permissions as needed.
  • Conduct periodic security audits to ensure compliance with City and ITT standards, privacy regulations, and industry best practices.
  • Collaborate with SFO ITT staff to implement governance rules, secure data, and safeguard sensitive employee information.
  • Act as the senior liaison between the People Technology team, ITT, and business users.
  • Translate business requirements into system solutions that align with PPD’s objectives.
  • Develop and deliver training, communications, and change management support for end users.
  • Education : An associate degree in computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in computer science or a closely-related field].
  • Experience : Five (5) years of experience in the information systems field, including system analysis, business process design, development and implementation of business application solutions or IT project management.
  • Special Condition : Workforce Analytics Experience - 2 years of recent and verifiable experience performing data reporting and analysis on human capital metrics or in a comparable field, and within a large organization; translating complex data analysis and research principles into terms that can be understood by a broader audience; manipulating and managing large, complex databases, spreadsheets and queries and generating workforce analytics to optimize human resource management.
  • Substitution : Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units/ forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in computer science or a closely related field. One-year full-time employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week). Any overtime hours that you work above 40 hours per week are not included in the calculation to determine full-time employment.
