The Payroll Specialist position is a technical role that involves performing highly complex specialized work in payroll operations for the City of Hollywood, FL. This position assists the Payroll Coordinator and supports the processing, timekeeping, and maintenance of payroll-related tasks. The role requires knowledge and use of various software applications including Oracle Cloud Application, UGK Workforce Management System, Kronos Timeclocks, and ADP Software Programs. Key responsibilities include reviewing and auditing personnel action forms, earning and deduction changes, and payroll time entries to ensure compliance with established policies, deadlines, bargaining unit union contracts, civil service rules, and applicable wage tables. The Payroll Specialist will also assist with payroll processing, validate pre and post-implementation, prepare reports, process garnishments, and ensure payroll records are updated and accurate. The work is performed independently and is subject to review by a supervisor. Communication with employees, City Departments, and the public regarding payroll issues and inquiries is a critical aspect of this role. Essential job functions include reviewing and correcting personnel action changes, entering payroll entries related to personnel transactions, validating time entries, ensuring accuracy of earnings, and processing miscellaneous changes such as W-4s, union dues, and direct deposit enrollments. The Payroll Specialist will also be responsible for preparing various reports for distribution to departments, validating and reconciling information for W-2 forms, and maintaining employee files for audit purposes. The position requires the ability to analyze complex data in a high-volume setting and to establish and maintain effective working relationships with employees at all levels. The work environment is primarily office-based, requiring sensitivity to change and responsiveness to changing goals and priorities.
