About The Position

Jeppesen ForeFlight is seeking a seasoned Payroll Specialist who will be responsible for overseeing and managing all aspects of payroll processes for the organization in China. This role involves ensuring accurate and timely processing of payroll, compliance with relevant laws and regulations, and maintaining confidentiality of sensitive employee information. Additionally, you will collaborate with HR and Finance teams to streamline processes and implement best practices.

Requirements

  • 5+ years of payroll experience in China
  • Bachelor’s degree in Accounting, Finance, Business Administration, or related field (or equivalent experience)
  • Strong knowledge of China payroll regulations including IIT, social insurance, and housing fund requirements
  • Experience with local tax bureau filings and compliance processes
  • Experience managing payroll vendors or outsourced payroll providers
  • Proficiency in payroll systems (UKG, ADP, Workday, SAP, or similar)
  • Strong Excel and data reconciliation skills
  • Fluent in Mandarin and English

Nice To Haves

  • Experience with expatriate payroll and shadow payroll processing
  • Experience in a multinational or multi-entity payroll environment
  • Familiarity with China tax system and local reporting tools
  • Experience managing year-end tax reconciliation and annual bonus tax treatment

Responsibilities

  • Own the end-to-end payroll process for China entities, including data collection, processing, validation, and reporting
  • Ensure accurate and timely payroll execution in compliance with PRC labor laws, Individual Income Tax (IIT) regulations, and company policies
  • Manage all statutory payroll components including IIT filings, social insurance (SI), and Housing Provident Fund (HPF) contributions
  • Serve as the primary liaison with local tax bureaus, social insurance authorities, and external payroll providers
  • Ensure compliance with tax requirements and local reporting obligations
  • Partner with HR and Finance to process compensation changes, bonuses (including 13th month payments), benefits, and terminations
  • Coordinate and manage payroll vendors, ensuring accuracy, compliance, and SLA adherence
  • Maintain accurate payroll records and support internal/external audits, including statutory reconciliations
  • Review and reconcile payroll data, including monthly, quarterly, and annual filings
  • Monitor regulatory changes in China payroll, tax, and labor laws, ensuring timely updates to processes
  • Identify opportunities for process improvement, automation, and standardization
  • Act as the primary point of contact for employee payroll inquiries
  • Partner with HR on onboarding/offboarding to ensure payroll readiness and compliance
