The primary purpose of the Payroll Specialist is to manage the Payroll department which develops, implements and maintains the payroll, time and attendance systems for the East Hawaii Region. The Payroll Specialist oversees proper payroll payments to employees are in accordance with State statutes and related administrative directives and procedures; provides direction and guidance to subordinate staff; meet with auditors; auditing payroll claims and other payroll-related voucher expenditures for compliance with Federal, State and departmental laws, regulations, rules, policies and procedures, and appropriate Bargaining Unit contracts; and performs other related duties as assigned. Coordinates and supervises the daily operations of the Payroll Department, makes assignments and directs the daily activities of payroll staff. Develops appropriate department orientation and training. Identifies staff development needs and implements measures to meet those needs; uses disciplinary plan of action appropriately. Manages relationships with payroll service providers, software vendors, and other third-party vendors. Ensure that vendors deliver high-quality services and support. Collaborate with the Corporate Office to request updates to State's Job Data information, enabling us to facilitate payment processing. Supervises staff, conducts staff counseling and issues Employee Action Notice (EAN) or Supervisor Discussion Notes (SDN) to staff as necessary. Implement plans and monitors the progress of staff. Understands and adheres to Payroll laws, Fair Labor Standards Act (FSLA), rules, policies and procedures on Payroll and Collective Bargaining Agreements (CBA). Manage and oversee the payroll processing function, including payroll calculations, deductions and adjustments. Review, verify, correct payroll reports for accuracy and completeness before processing payroll. Conduct routine audits and other Payroll audits as requested. Address any payroll-related inquiries or issues from employees in a timely and professional manner.
