About The Position

The Payroll Manager at Midland College is responsible for managing the payroll system for over 800 employees. This full-time position involves overseeing the entire payroll process, ensuring accuracy and compliance with regulations, and maintaining employee records. The role requires strong organizational skills, attention to detail, and the ability to handle multiple tasks efficiently.

Requirements

  • Associate's degree in business area (or equivalent 60 college credit hours) or applicable work experience in payroll or accounting.
  • Minimum of two years of experience managing the entire payroll process for a large organization or two years of closely related experience.
  • Computer literacy, including proficiency with Microsoft Word and Excel.
  • Excellent communication and mathematical skills.
  • Self-starter, detail-oriented, and strong organizational skills.
  • Ability to multi-task and strong time management skills.
  • Ability to maintain confidentiality.
  • Strong problem-analysis and problem-resolution skills.
  • Valid Texas Driver License, good driving record, and insurable on Midland College's insurance policy.

  • Familiarity with Jenzabar and/or other HRIS software.
  • Higher education experience.

Responsibilities

  • Process payrolls on a semi-monthly and monthly basis and adjustments.
  • Establish and maintain employee records, including entering and updating new employee records and updates to wage records.
  • Process payroll updates for employee deductions daily, including W-4, direct deposit, wage garnishments, etc.
  • Keep all personnel responsible for payroll updated on due dates and changes to the payroll process.
  • Print and distribute transmittals for payroll.
  • Audit timesheets and transmittals before entering hours for payroll.
  • Prepare and send direct deposit and positive pay files to the bank for all payrolls.
  • Prepare, reconcile, and submit withholding payments for Medicare and federal withholding taxes for all payrolls and prepare journal entry for the payment.
  • Print checks and produce direct deposit vouchers.
  • Post the payroll and work with accounting to make sure all accounts related to payroll are balanced.
  • Reconcile and wire transfer funds for ORP/TSA/PTSA/loans after each payroll, send wire detail information to retirement companies.
  • Prepare and send monthly reports for Labor Statistics, Nationwide, and Comptroller.
  • Reconcile, prepare, and submit quarterly reports, including 941-Employer's Quarterly Federal Tax Return, Schedule B-Report of Tax Liability for Semiweekly Schedule Depositors, and TASB UC Quarterly Wage Report.
  • Update and print Memorandums of Appointment and Personnel Status forms for full-time employees.
  • Prepare, reconcile, and process W2s according to current IRS regulations.
  • Assist the Executive Director and Associate Director with salary surveys and other reports as requested.
  • Assist current and former employees with inquiries regarding the retirement withdrawal process.
  • Process and send Texas New-Hire report to the Office of the Attorney General on a semi-monthly basis.
  • Serve as backup for TRS reporting in the absence of the Associate Director of Payroll.
  • Other duties as assigned.
