General Summary: The Payroll Manager oversees and administers all aspects of the organization’s payroll operations, ensuring employees are paid accurately, timely, and in compliance with federal, state, and local regulations. This role manages payroll processing cycles, maintains payroll systems, partners closely with HR and Finance, and ensures adherence to internal controls. The Payroll Manager leads payroll staff, ensures proper tax reporting, maintains payroll records, and supports audits and financial close activities.

Requirements

  • Bachelor’s degree in Accounting, Finance, Human Resources, Business, or related field; or equivalent experience.
  • 5+ years of payroll experience, with at least 2 years in a supervisory or lead role.
  • Strong knowledge of payroll regulations, tax laws, wage and hour rules.
  • Proficiency with enterprise payroll/HRIS systems and the capacity to adopt new technologies quickly.
  • Advanced Excel skills (pivot tables, formulas, reconciliations).
  • High level of accuracy, confidentiality, and attention to detail.
  • Excellent communication and customer‑service skills.
  • Minimum 18 years of age.
  • Valid AZ DPS Level I fingerprint clearance card (must maintain valid card throughout employment)
  • CPR, First Aid, AED certification, if required (must maintain throughout employment).
  • Current, valid Driver’s License and 39-month Motor Vehicle Report and proof of vehicle registration liability insurance to meet insurance requirements
  • Initial current negative TB test result, if required (Employer provides).

Nice To Haves

  • Experience with nonprofit or government‑funded payroll requirements (if applicable).
  • Experience with multi‑entity or union payroll environments.
  • Payroll certifications such as CPP (Certified Payroll Professional) or FPC (Fundamental Payroll Certification).

Responsibilities

  • Manage and execute full‑cycle payroll processing, ensuring accuracy and timeliness.
  • Maintain and audit payroll records, including earnings, deductions, benefits, taxes, leave balances, and garnishments.
  • Review and validate timesheets, time‑tracking integrations, pay adjustments, and special payrolls (bonuses, retro pay, off‑cycle runs).
  • Ensure payroll aligns with HR data changes including new hires, terminations, promotions, and compensation adjustments.
  • Ensure compliance with all federal, state, and local payroll laws, wage and hour regulations, and tax requirements.
  • Manage year‑end payroll processes, including W‑2s and payroll tax filings.
  • Maintain strong internal controls to prevent errors, fraud, and unauthorized access.
  • Respond to government notices and partner with tax agencies when needed.
  • Serve as the system administrator for the payroll module within the HRIS/ERP.
  • Lead system upgrades, testing, and implementation of new payroll features or integrations.
  • Streamline and optimize payroll processes to improve efficiency, accuracy, and automation.
  • Maintain clear documentation of payroll procedures and system configurations.
  • Assist with the preparation of payroll journal entries, reconciliations, and reports for month‑end and year‑end close.
  • Provide payroll data and analysis to Finance, HR, auditors, and leadership.
  • Assist with budgeting and forecasting for payroll, taxes, and fringe benefits.
  • Supervise payroll specialists, including hiring, onboarding, performance management, and coaching.
  • Set team goals and ensure high levels of accuracy, service, and compliance.
