The payroll manager is responsible for all aspects of payroll operations for US & Canada employees, ensuring timely, accurate and compliant pay practices . Manage all payroll activities including but not limited to: maintaining employee payroll data, ensuring accurate time and attendance records, ensuring compliance with wage and hour rules, processing correct deductions, maintaining vacation and sick accruals, processing tax withholding changes and wage garnishments, monitoring employee self-service portal, processing new hires and final pay checks related to terminations, etc. for an organization with over $250M annually in payroll costs. Work closely with Human Resources colleauges, Managers and Employees as it relates to the processing of bi-weekly payroll.

Requirements

  • Bachelor’s degree in accounting or related field and/or equivalent training in payroll or human resources.
  • Four years of progressively responsible experience directing a payroll department in a multistate environment, including maintenance, preparation, balancing, internal controls and payroll taxes.
  • Two years in a supervisory capacity.
  • Solid understanding of payroll operations, payroll tax, associated principles and compliance requirements.
  • Proficiency with Microsoft Excel and Dayforce reporting tools.
  • Must be detail oriented with the ability to see the big picture, possess strong technical skills and ability to solve system challenges.
  • Ability to successfully interface with all to effectively meet all payroll deadlines with a zero-error rate goal and objective.
  • Apply payroll laws, tax regulations, and general accounting principles with in-depth understanding of complex state-specific labor and payroll laws, such as California, Washington, and New York.
  • Maintain confidentiality and data security for all payroll information.
  • Accurately manage employee data, timekeeping, deductions, garnishments, and payroll documentation.
  • Apply documented rules, past practices, or instructions on an independent level.
  • Apply exceptional organizational, analytical, auditing, research and problem-solving skills.
  • Proficiency and understanding of Excel, Microsoft Word and Ceridian/Dayforce

  • CPP (Certified Payroll Professional) preferred.
  • Ex-patriate payroll experience desirable.

Responsibilities

  • Manage and execute the end-to-end payroll processing of all payroll data, for all EDF power solutions locations, within the United States & Canada.
  • Responsible for correct state, local and unemployment tax rates for all employees in US & Canada.
  • Perform pre-audit of payroll and employment tax data prior to payroll completion while following all established controls to verify authenticity of output in payroll and file maintenance.
  • Complete post payroll audits, reporting and journal entries, prepare metrics and track errors using technology and reporting tools to reconcile payroll accounting.
  • Prepare and file all required payroll reports, including tax filings, benefits deductions, and other regulatory submissions.
  • Partner closely with various organizational partners to ensure accurate GL & tax reporting (all compensation adjustments, deductions, and benefits)
  • Serve as a resource for employee and management inquiries regarding pay, tax, and compliance.
  • Ensure process documentation for all payroll processes and ensures appropriate back-up resources are in place in the event of unexpected absence.
  • Responsible for the System Administration for Source Time Professional (electronic time monitoring system) Ceridian Self Service and Ceridian HR/Payroll including system upgrades, testing and accuracy.
  • Partner with vendor to configure and maintain the payroll system, ensuring data integrity and security.
  • Ensure payroll processes reflect accurate state-specific rules, with particular attention to complex jurisdictions such as California, Washington, Illinois, and New York.
  • Identify and recommend updates, enhancements or configuration to payroll processing software and procedures.
  • Troubleshoot and resolve payroll discrepancies and system issues.
  • Ensure system modifications of current and changing payroll, employment and legislative/regulatory changes.
  • Provide training to employees and managers on how to use Time & Attendance software.
  • Represent payroll for cross functional implementation projects such as ACA reporting, W2 preparation, GL entries, etc.
  • Responsible for semi-annual and annual audits including workers compensation and 401(k).
  • Develop, maintain and improve payroll processes, employment tax processes, and internal controls to preserve the quality, efficiency and overall effectiveness of all payroll functions while ensuring regulatory compliance.
  • Lead the daily/monthly/quarterly wage reconciliations and tax filing requirements (such as EDD quarterly reports and Bureau of Labor Statistics monthly reports), including year-end reporting, 941, state/local returns, W-2, W-2C and amendments.
  • Ongoing verification and maintenance of compliance with government payroll/tax requirements
  • Evaluate federal, state and local tax treatment of employee fringe benefits, executive compensation and related impacts.
  • Maintain advanced knowledge of multi-state payroll compliance, including daily and weekly overtime, final pay laws, wage statement requirements, and meal/rest break compliance.
  • Develop and maintain standard operating procedures and compliance documentation.
  • Research, determine root cause, and resolve incoming tax notices from various agencies.
  • Recruit, interview, and onboard payroll staff as needed.
  • Supervise, train, and mentor the payroll team.
  • Conduct performance evaluations and provide coaching and development for team members.
  • Other duties as assigned
