The Role This is a payroll‑first, mid–senior level individual contributor role supporting a ~500‑employee organization. You’ll be trusted to run payroll the right way and keep our HR systems clean, accurate, and reliable. Payroll is the priority. Systems and reporting support payroll accuracy, not the other way around. What You’ll Do Own end‑to-end payroll processing (regular, off‑cycle, bonuses) Ensure payroll accuracy, compliance, and successful year‑end processing Handle audits, reconciliations, and payroll vendor issues Maintain HRIS data tied to pay, jobs, earnings, deductions, and timekeeping Manage benefits‑related data to ensure accurate payroll deductions Prepare and reconcile operational reports using Excel and HR systems (lookup / pivot‑table level) Partner closely with HR and Finance to keep everything running smoothly What This Role Is Not To keep the role focused and sustainable, this position does not own: Benefits plan design Compensation programs Major system implementations Advanced analytics dashboards Who This Role Is Great For You have 3–7+ years of payroll experience You’re comfortable owning payroll and enjoy being the go‑to expert You like working with data, systems, and reconciliations You want clarity, stability, and leadership that respects payroll deadlines You don’t need a flashy title, you want meaningful, trusted work Why OBRC? Summary The Payroll & HR Systems Specialist is responsible for the accurate, timely processing of payroll and the operational configuration and maintenance of our human resources information system (HRIS) that directly supports payroll, employee lifecycle events, and timekeeping. This role is payroll first, with HR systems responsibilities focused on data integrity, configuration, and issue resolution tied to pay accuracy and compliance.

Requirements

  • Bachelor’s degree in Human Resources, Accounting, Business, or a related field or equivalent combination of education and relevant experience.
  • 3 to 7 years of experience in payroll processing.
  • Experience administering or configuring an HRIS with integrated payroll.
  • Experience with timekeeping systems configuration and regular maintenance.
  • Demonstrated experience producing and reconciling operational payroll or HR reports using HR systems and Excel (e.g., lookups, pivot tables, data validation) with a strong focus on data accuracy and controls.
  • Strong knowledge of Federal and State garnishment regulations and processing.
  • Hands on experience processing payroll in a mid sized environment.
  • Strong knowledge of payroll compliance and controls
  • Ability to work under strict deadlines.
  • Ability to work with highly confidential and sensitive information.
  • Strong verbal and written communication skills; ability to communicate effectively at all levels with both internal and external partners.
  • Mathematical, analytical and critical thinking skills to complete work.
  • Strong organization skills with exceptional attention to detail with a high level of accuracy.
  • Proficiency and professional knowledge of MS Word, MS Excel, and Outlook.

Nice To Haves

  • Certified Payroll Professional (CPP) or Fundamental Payroll Certification (FPC) preferred.

Responsibilities

  • Process regular, off cycle, and bonus/incentive payrolls in accordance with company policies and applicable laws.
  • Prepare and process stop payments, void checks, direct deposit reversals and overpayment collections in accordance with company, federal and state regulations.
  • Maintain and validate earnings, deductions, taxes, and retroactive adjustments.
  • Manage and validate benefit related employee data within the HRIS, ensuring accurate payroll deductions and eligibility reporting; support benefits reconciliations and coordinate data corrections with benefits administrators or vendors.
  • Coordinate payroll audits, year end processing (W2s), and agency inquiries.
  • Assist employees and supervisors with questions, concerns or requests regarding payroll and HRIS.
  • Manage payroll vendor cases, escalations, and issue resolution.
  • Ensure compliance with federal, state, and local payroll regulations.
  • Configure and maintain HRIS data impacting payroll (jobs, pay groups, locations, earnings, deductions).
  • Support employee lifecycle changes (new hires, changes, terminations) ensuring payroll accuracy.
  • Maintain timekeeping and payroll integrations.
  • Test system enhancements or updates that affect payroll processing and overall HRIS functioning.
  • Produce and maintain accurate operational payroll and HR reports, ensuring data integrity through validation and reconciliation; utilize Excel and HRIS reporting tools to analyze trends, resolve discrepancies, and support payroll compliance and leadership requests
  • Support data accuracy through audits and validation checks.
  • Partner closely with HR, Finance, and IT as needed.
  • Serve as a subject matter expert for payroll related system processes.
  • Adhere to established payroll calendars, controls, and data governance standards.
  • Participate in continuous improvement of payroll and HRIS processes.
