About The Position

As a Partner Naval Capabilities Planner, you will be responsible for optimizing and assessing naval capabilities development in collaboration with foreign naval partners. This role requires a deep understanding of naval operations, advanced planning techniques, and the integration of cutting-edge technologies to enhance joint operational effectiveness.

Requirements

  • 8+ years of experience as a U.S. Navy officer with a strong background in tactical and operational planning.
  • Knowledge of naval systems and technologies, including warheads, sensors, and communication systems.
  • Knowledge of emerging operating concepts and capabilities, as well as multiple mission areas.
  • Knowledge of using advanced modeling and simulation tools for capability assessment.
  • Ability to conduct detailed technical assessments and produce high-quality written products.
  • Secret clearance.
  • Bachelor's degree.

Nice To Haves

  • Experience serving on a numbered fleet, major staff, or in a Warfighting Development Center.
  • Experience in Maritime Domain Awareness, Surface Warfare, Joint Fires, or Mining Operations.
  • Knowledge of USINDOPACOM policy and strategy, including TCP and TCO, GCPs, OPLANs, CONPLANs, and Theater Security Cooperation Plans, including linkages to parallel national interests.
  • Knowledge of Eastern Asian culture.
  • Ability to communicate in an Eastern Asian language.
  • Possession of excellent analytical and problem-solving skills.
  • Ability to obtain a TS/SCI clearance.
  • Master's degree.
  • Joint Professional Military Education (JPME) Certification.
  • Warfare Tactics Instructor (WTI) Certification.

Responsibilities

  • Develop and implement comprehensive naval capability development plans, ensuring alignment with strategic objectives and operational requirements.
  • Conduct detailed analysis of current and emerging naval capabilities, identifying gaps and opportunities for enhancement.
  • Lead the integration of advanced naval systems, including warheads, sensors, and communication technologies, to ensure seamless interoperability with partner nations' naval forces.
  • Evaluate and incorporate technological advancements to enhance joint operational capabilities.
  • Conduct rigorous assessments of partner nations' naval capabilities utilizing advanced modeling and simulation tools and provide recommendations for capability improvements and strategic investments to enhance joint force lethality and operational readiness.
  • Collaborate with partner nations' naval planners to coordinate and execute joint exercises and training programs.
  • Develop detailed exercise plans, including event-specific schedules, assessment criteria, and post-event analysis to identify lessons learned and areas for improvement.
  • Produce high-quality technical documentation, including capability development roadmaps, technical guides, and assessment reports, and ensure all documentation is accurate, comprehensive, and aligned with operational standards.
  • Engage with key stakeholders, including senior military leaders, technical experts, and partner nation representatives, to ensure effective communication and collaboration.
  • Present technical findings and recommendations to broad audiences, including high-level decision-makers.
