About The Position

The Center for Victims of Torture works toward a future in which torture ceases to exist and its victims have hope for a new life. We are an international nonprofit dedicated to healing survivors of torture. We offer rehabilitation services to those who have been tortured, train partners around the world who can prevent and treat torture, and advocate for human rights and an end to torture. We are headquartered in Minnesota, and we have US offices in Georgia and DC, as well as offices in Africa and the Middle East. The Center for Victims of Torture is hiring a Part-Time (20 hours per week) Program Manager to oversee clinical and administrative operations for CVT in St. Cloud, and to provide high-quality rehabilitation services to survivors of torture and war trauma. The role focuses on fostering a cohesive interdisciplinary care team, ensuring program sustainability, and maintaining alignment with organizational goals. This position emphasizes local program management while integrating elements of broader organizational strategies. Position open to: Candidates located in the St. Cloud, MN area who are authorized to work in the U.S. and will not need CVT to sponsor them on a work visa. Remote status: Position is partially remote. 60% in-office in St. Cloud, Minnesota and 40% remote. Requirements

  • Experience working with immigrant and refugee populations.
  • Minimum 2 years of experience in managing clinical and administrative teams.
  • Proven experience with program development and stakeholder engagement.
  • Strong skills in financial management, including budgeting and grant reporting.
  • Strong interpersonal and cross-cultural communication skills.
  • Demonstrated ability to build and lead cohesive, multidisciplinary teams.
  • Knowledge of trauma-informed care principles and relationship-based therapy models.
  • Excellent time management, organizational, and problem-solving skills.
  • Proficiency in Microsoft Office Suite.

Nice To Haves

  • Master’s degree in social work, psychology, counseling, public health, or related field.
  • Licensure (e.g., LICSW, LP, LMFT) or licensure eligibility in Minnesota.
  • Demonstrated success in launching new programs or service models.

Responsibilities

  • Program Management: Develop and manage the annual program budget and oversee expenditures within approved parameters. Ensure alignment with organizational goals and grant obligations. Facilitate collaboration with local stakeholders and maintain relationships with program partners. Lead program reporting and proposal development, ensuring alignment with funder and organizational expectations. Oversee program operations, ensuring seamless delivery of services.
  • Staff Management: Supervise interdisciplinary team members, including clinical, non-clinical, and administrative staff. Hire, train, coach, and evaluate staff, fostering a collaborative and supportive work environment. Develop and implement annual work plans for team members and ensure goal achievement. Facilitate regular team and supervisory meetings to coordinate workflow, priorities, and resources. For programs managing more than eight staff members, coordinate with a program-specific lead or assistant to ensure effective team oversight.
  • Internship Program Oversight: Develop and manage clinical internships for students pursuing degrees in relevant fields. Provide supervision and training, ensuring adherence to best practices in trauma-informed care.
  • Program Development: Design and implement new service delivery models in collaboration with other CVT programs and community stakeholders. Expand outreach efforts to engage local refugee communities and enhance access to services. Develop new program partnerships and identify opportunities for growth and innovation. Proposal development is done in partnership with the development team.
  • Training and Education: Conduct or coordinate community training sessions on trauma and torture rehabilitation, enhancing local awareness. Collaborate with external relations to share program updates and insights with stakeholders.
